Abstract:	Ustvariti uspešno podjetje, ga voditi, usmerjati in dolgoročno dosegati dobre poslovne rezultate zahteva od vodstva izjemne napore in vodstvene sposobnosti. Ko govorimo o javnih zavodih, je njihovo delovanje še toliko bolj kompleksno in regulirano. Da lahko s svojim delovanjem vplivamo na širšo družbo z ozirom na zdravstveno stanje judi, je zavedanje o pomenu dobro opravljenega dela še toliko večje. V javnem zavodu Zasavske lekarne Trbovlje (v nadaljevanju ZLT) stremijo k dejstvu, da z uspešnim delovanjem, dobro preskrbo z zdravili in ostalim blagom ter strokovnostjo veliko prispevajo k celotni regiji in razvoju le-te. Vedo pa tudi, da njihovo dobro poslovanje omogoča ta razvoj. V magistrskem delu bomo preučili upravljanje in vodenje ZLT na področju razvojnih, strukturnih in okoljskih značilnostih z namenom podati predloge in ukrepe na področju politike podjetja, ki omogoča dolgoročno rast in razvoj zavoda. Definirali bomo pojme, kot so: politika podjetja, vizija, poslanstvo, smotri, cilji, vrednote in kultura ter opredelili njihov pomen pri dolgoročno uspešnem podjetju. Na podlagi raznolikih metodologij različnih avtorjev bomo izvedli razvojno in strukturno analizo zavoda, ki bo vsebovala analizo razvojne vizije, politike in strategij, strukturno analizo, presojanje vodenja managementa, analizo kulture z vsebovano filozofijo, etiko in drugimi dejavniki verodostojnosti ter diagnosticirali razvojno stanje zavoda, na podlagi katerega bomo lahko določili, v kateri fazi življenjskega cikla se nahaja zavod. Sledila bo okoljska preučitev razvojnih možnosti zavoda, kjer bomo naprej ocenili predviden razvoj okolja, naredili analizo okoljskih priložnosti, nevarnosti in razvojnih tveganj s pomočjo PESTEL analize in sinteze zunanjih dejavnikov EFAS. Preučitvi zunanjega okolja bo sledila preučitev notranjega okolja z analizo resursov in/ali zmožnosti, analizo razvojnih prednosti in pomanjkljivosti ter sintezo notranjih dejavnikov IFAS. S SFAS analizo bomo povzeli ključne prednosti, slabosti, priložnosti in pomankljivosti zavoda. Na koncu bomo podali morebiten predlog nove, izboljšane vizije in politike z vsebovanim poslanstvom, smotri in temeljnimi cilji.

Title:	Environmental Characteristics With The Proposal Of A Company Policy For The Case Of Public Institution
Abstract:	To create a successful business, managing it, directing and achieving long term positive business results requires management with outstanding efforts and leadership skills. When we talk about public institutions, their functioning is even more complex and regulated. To be aware that with their actions they can effect on the wider society and when the people's health is in the game the importance of doing well this job is even greater. In ZLT they are aware that through their work and with a good supply of medicines, other goods and theirs professionality they contribute a lot to the whole region and to the region's development. Also, they are aware that their good performance in the market makes this development. In master thesis we will examine the governance and management of ZLT in the field of developmental, structural and environmental characteristics with a view to giving any possible suggestions and measures of theirs policy that provides long term growth and development of this institute. We will define concepts like company policy, vision, mission, purposes, aims, values and culture and show why are these concepts important for long term successful business. Based on the different methodologies of various authors we will perform developmental and structural analysis of ZLT which will include an analysis of the developmental vision, policies and strategies, structural analysis, assessment of management, analysis of the culture, included philosophy, ethics and other factors of credibility. Then we will diagnose the developmental stage in which the ZLT is based on the life cycle. Hereafter we will examine the environmental development possibilities of ZLT, where we will evaluate expected development of the environment, do an analysis of the environmental opportunities, threats and risks with the PESTEL analysis and do the synthesis of external factors EFAS. This external examinations will be followed by an examination of the internal environment factors by analyzing the resources and/or capabilities, analysis of the development of strengths and weaknesses and the synthesis of internal factors IFAS. With the SFAS analysis will summarize the key strengths, weaknesses, opportunities and threats of the ZLT. And at the end we will proposal new, improved vision and policy consists of a mission, purposes and main objectives.
