Title:UNIVERZALNI TEMELJNI DOHODEK KOT SISTEMSKA REŠITEV RAZMER NA TRGU DELA

Abstract:V današnjem svetu smo priča mnogim tehnološkim, gospodarskim, ekološkim in demografskim spremembam. Vse od nastanka moderne države pa do danes se je razvijal tudi kapitalistični sistem proizvodnje, se znova in znova racionaliziral ter z uvajanjem tehnoloških novosti vplival na trg dela in v veliki meri tudi na vsakdanje življenje ljudi in družbe. Situacija ob gospodarski krizi nam je razkrila, da v bistvu ne gre zgolj za finančno krizo, temveč za mnogo širšo in resnejšo krizo kapitalizma, ki bo zahtevala širše spremembe sistema ter ponovni premislek o vrednotah sveta. Zdi se, da (socialna) država nekako ne zna (ali ne zmore) ponuditi neke dolgoročne rešitve, zato prihaja v družbi do nenehnih sprememb in s tem povezanih tveganj, zato nemški sociolog Ulrich Beck tako družbo označi za "družbo tveganja". Učinkovitost zdajšnjih družbenih in ekonomskih sistemov se tako v času globalne in tudi lokalne krize vse pogosteje postavlja pod vprašaj. Ob premislekih za sprejemljivejši družbeni sistem se skozi različne pobude in predloge pojavlja ideja univerzalnega temeljnega dohodka (krajše: UTD), ki se prikazuje kot ena izmed možnih rešitev za nov, pravičnejši in predvsem učinkovitejši (re)distributivni model. Ta je nujno potreben za reorganizacijo socialne države na prehodu iz moderne v postmoderno družbo. Predlog za uvedbo UTD-ja je možen izhod iz strukturne brezposelnosti, ponuja enotno (materialno) izhodišče vsem prejemnikom in je možen model za zmanjševanje revščine, poleg tega pa posamezniku omogoča možnost uresničitve lastnega potenciala in s tem boljše družbe.

Title:UNIVERSAL BASIC INCOME AS A SOLUTION TO THE CONDITIONS ON THE LABOUR MARKET
Abstract:In today's world we are witnessing many technological, economic, ecological, and demographic changes. Ever since the creation of the modern state until today, the capitalist system of production has evolved and trough constant rationalization and with the introduction of technological innovations affected the labor market to a large extent on the daily lives of people and societies. The situation at the economic crisis revealed that, in fact, this is not only a financial crisis, but a much wider and more serious crisis of capitalism, which will require broad changes to the system, and a rethinking about the values of the world. It seems that the (social) state somehow cannot (or is not able to) offer a long-term solution; therefore, societies are exposed to constant changes and associated risks, which was labeled by the German sociologist Ulrich Beck with the term "risk society". In times of local and global crisis we increasingly doubt the efficiency of current social and economic systems. Considerations about an acceptable social system emerge various initiatives and proposals about the idea of a universal basic income (in short: UBI). The UBI could be a potential solution for a new, fairer and more effective (re)distributive model, that is urgently needed to reorganize the welfare state in the transition from a modern to a postmodern society. Proposal for the UBI is a possible solution for structural unemployment with providing a unified (physical) basis to all recipients and is a possible model for poverty reduction, and furthermore, it gives the individual the possibility of realizing their own potential and thus a better society.
