Title:Pravna ureditev mladinskega polja v Sloveniji s poudarkom na vplivu dokumentov EU

Abstract:Mladinsko polje se je v zadnjih letih v Sloveniji intenzivno razvijalo na vseh ravneh: družbeni, politični, ekonomski in seveda tudi na pravni ravni. Pravna ureditev mladinskega polja pri nas temelji na zakonu, ki v prvi vrsti ureja javni interes v mladinskem sektorju. Interes javnosti na tem področju je tako prepoznala tudi država, saj mladi predstavljajo pomemben del populacije, ki bodo kot odrasli nekoč vodili državo, jo usmerjali in tako ustvarjali prihodnost za vse generacije, ki bodo živele z njimi in za njimi. Zato je ključnega pomena, da se jim ponudi okolje, v katerem se bodo lahko izgradili v odgovorne in aktivne državljane, s katerimi bo ta bodočnost svetla, varna in pravična. V pričujočem delu je opredeljeno mladinsko polje in pravni okvir, v katerem so zajeti predpisi, ki ga urejajo. Ker so organizacije v mladinskem sektorju ključna struktura, preko katere država aplicira ukrepe mladinske politike z namenom uresničevanja zgoraj opisanega cilja, so v nadaljevanju podrobno razdelane. Temu sledi pregled slovenske mladinske politike in njenega razvoja, nato pa se osredotočam na evropsko mladinsko politiko in njene instrumente. Slednja je s svojimi usmeritvami znatno vplivala na oblikovanje slovenske mladinske politike, zato je na koncu opisan tudi način prenosa ureditve mladinskega polja iz evropske na slovensko raven.

Title:Legal regulation of youth field in Republic of Slovenia with emphasis on the influence of EU documents
Abstract:Youth field in Slovenia has experienced intensive development at all levels within recent years: at social, political, economical and also at the legal level. Legal regulation of youth field in Slovenia is based on the act, which primarily regulates the public interest in youth sector. Public interest in this field has also been acknowledged by the state, since the youth represents a significant part of the population which will, as the grown-ups, one day lead and guide the country and thus create the future for all generations, that will live with and after them. Therefore it is crucial to provide them an environment, in which they can evolve in responsible and active citizens that will make this future bright, secure and righteous. This thesis defines the youth field and legal framework, which covers the arranging regulations. Since organizations in youth sector are the vital structure, through which the state applies measures of youth policy pursuing the objective described above, they are examined in detail hereinafter. This is followed by an overview of Slovenian youth policy and its development and then focuses on European youth policy and its instruments. The latter with its guidelines has influenced significantly on the formation of Slovenian youth policy; therefore on the very end I describe the method of transmission of youth field regulation from European to Slovenian level.
