Title:Odziv na kibernetsko kriminaliteto in smernice za večjo varnost pred grožnjami : primerjava Republike Slovenije in Republike Hrvaške

Abstract:Informacijsko-komunikacijska tehnologija postaja danes vse bolj dostopna in preprosta za uporabo v vsakdanjem življenju. Prav tako je informacijsko-komunikacijska tehnologija danes pomembna pri vsakdanjih opravilih, ki jih opravljamo doma in v službi. S povečanjem uporabe informacijske tehnologije so se pojavile tudi vse večje grožnje v kibernetskem prostoru. Kibernetska kriminaliteta je vedno bolj prisotna v kibernetskem prostoru, zato je potrebno, da razumemo kaj sploh je kibernetska kriminaliteta. Slovenija in Hrvaška sta sosednji državi, prav tako sta članici Evropske unije. Vendar kljub temu nas je zanimalo ali imajo prebivalci držav podobno razmišljanje in razumevanje o kibernetski kriminaliteti. V magistrski nalogi smo pojem kibernetska kriminaliteta, grožnje kibernetske kriminalitete ter zakonodajo, ki ureja kibernetsko kriminaliteto v Sloveniji in na Hrvaškem, tudi razložili. V nalogi smo obravnavali slovensko in hrvaško perspektivo poznavanja kibernetskih groženj, kibernetske kriminalitete in zakonodajo, ki ureja kibernetsko kriminaliteto z vidika razumevanja, dojemanja in strahu uporabnika. Ker se število uporabnikov interneta povečuje, se povečuje tudi število zlorab. Uporabniki se premalo zavedajo nevarnosti, ki pretijo v kibernetskem prostoru. Državi se proti kibernetskemu kriminalu borita tudi z nacionalnima strategijama za kibernetsko varnost. Pri obeh strategijah smo razložili tudi glavne cilje. S pomočjo rezultatov spletne ankete smo v nalogi predstavili vpogled v razumevanje kibernetske kriminalitete. Rezultati spletne ankete nam na podlagi statistične analize pokažejo, kako uporabniki razumejo kibernetsko kriminaliteto. Rezultate, ki smo pridobili, smo predstavili, tudi glavne smernice za boljše zavedanje o nevarnosti in vir napotkov za varnejšo rabo kibernetskega prostora. Z boljšim razumevanjem groženj in poznavanje ukrepov proti njim bo zmanjšalo tudi strah pred kibernetsko kriminaliteto. Analiza nam je pokazala, da ljudje ne razumejo najbolje problematike, ki je prisotna v kibernetskem prostoru. Zato je potrebno boljše osveščanje ljudi. S tem je treba pristopiti že v izobraževanju, da se seznanijo z grožnjami, ki pretijo na spletu.

Title:Response to Cybercrime and Guidelines for Greater Security Against Threats: A comparison between the Republic of Slovenia and Republic of Croatia
Abstract:Information and communication technology is becoming ever more accessible and easy to use in everyday life. Information and communication technology today is also important in everyday activities that we do at home and at work. With the increasing use of information technology, more and more threats have emerged in cyberspace. Cybercrime is increasingly present in cyberspace, so it is necessary to understand what constitutes cybercrime. Slovenia and Croatia are a neighbouring countries, as well as members of the European Union. Nevertheless, we were interested in whether the residents have similar thinking and understanding of cybercrime. This master thesis explains cybercrime, the threat of cybercrime and the laws governing cybercrime in Slovenia and Croatia. In this thesis, we discussed the Slovenian and Croatian perspective of knowledge of cyber threats, cybercrime and laws governing cybercrime in terms of understanding, perception and fear of the user. As the number of Internet users increases, so does the number of abuses. The users are not sufficiently aware of the dangers posed in cyberspace. The countries are fighting against cybercrime with their national strategy for cybersecurity. The main objectives of both strategies are explained in this thesis. Using the results of the online survey, the insight into the understanding of cybercrime was presented. The results of an online survey on the basis of statistical analysis show how users understand cybercrime. The results that we have obtained are presented alongside with the main guidelines for better awareness of the threats and source of guidance for the safe use of cyberspace. With a better understanding of the threats and knowledge of action against them the fear of cybercrime will also be reduced. Analysis has shown us that most people do not understand the problem, which is present in cyberspace. Therefore, better awareness of people needs to be increased. It is necessary to educate them already in training to become familiar with the threats posed online.
