Abstract:Uporaba brezpilotnih letalnikov za zaščito kritične infrastrukture Varnost na svetu postaja vse večja dobrina, tudi tam, kjer še do včeraj to ni bilo pomembno. V preteklosti doseže naraven varnosti je danes lahko hitro izgubljena, če družba kot celota varnosti širšega pomena ne namenja dovolj pozornosti. Kritična infrastruktura (v nadaljevanju: KI) je ena izmed pridobitev človeštva in je lahko zelo ranljiva tarča, če je ne varujemo. Pojem kritična infrastruktura se s časom in razvojem spreminja: tako je danes nemogoče povsem zavarovati vse, kar je ali bi lahko bilo kritična infrastruktura. Pred desetletji bi med KI šteli samo največje infrastrukturne objekte, danes pa med KI štejemo tudi državno mejo, informacijsko tehnologijo in prometno infrastrukturo. Kako jo zavarovati, da ob morebitnem poškodovanju ali ogrožanju družba ne bi imela nepopravljivih posledic? Varovanje KI ni samo naloga državnih organov, ampak je tudi zasebnih lastnikov in upravljavcev. Med načine varovanja spada tudi uporaba daljinsko vodenih letalnikov, saj omogočajo cenejšo in bolj kontinuirano delovanje. Hkrati s tem ni ogroženo človeško življenja, saj izvidovanje z DVLS ne zahteva neposredne navzočnosti človeka na kraju ogrožanja. V nalogi prikazujemo del ponudbe DVLS na trgu, z dodatno opremo, potrebno za uspešno opravljanje nalog, in področje predpisov. Predstavljamo tudi področje predpisov in kategorizacije kritične infrastrukture. V zadnjem poglavju prikazujemo ekonomsko upravičenost delovanja z DVLS.

Title:Use of remotely aircrafts for protection of critical infrastructure
Abstract:Use of remotely aircrafts for protection of critical infrastructure Global security is “strongly in demand” even where until recently it had no relevance at all. The level of security attained in the past may now a days well be forfeited very quickly if the society as a whole does not dedicate sufficient attention to the broader significance of the issue of security. Critical infrastructure (hereinafter referred to as: CI) means any asset of a society, and may therefore represent a very vulnerable target if not properly protected. The notion of critical infrastructure has changed over time, so that today it is virtually impossible to completely protect everything that is or could fall under the definition of critical infrastructure. Decades ago, only the largest infrastructural facilities would be considered as CI, whereas today, CI also includes the state border, information technology and transport infrastructure. How can CI be protected so that in case of damage or threat it does not have irreparable consequences for the society? The protection of CI is not only the responsibility of national authorities but that of private owners and operators as well. The use of remotely piloted air vehicles constitutes one of the means of protection, ensuring a cheaper and more continuous operation. Moreover, no human lives are threatened there with, since reconnaissance by using remote-controlled aviation systems does not entail a direct human presence at the place where a threat has been identified. This thesis presents one part of the market offer of remote-controlled aviation systems, including accessory equipment required for a successful completion of tasks, and the regulatory framework. The area of regulations and categorisation of critical infrastructure has also been outlined. The last chapter provides an economic justification for the operation of remote-controlled aviation systems.
