Title:Delo skupnega medobčinskega redarstva v občinah Bistrica ob Sotli, Brežice, Krško, Radeče in Sevnica : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Občinski redarji so v 21. stoletju s svojo prisotnostjo nepogrešljivi. Saj tako na določenih področjih kot sta varnost cestnega prometa ter javni red in mir, nadomestijo oziroma zmanjšajo prisotnost policije. Z njihovo prisotnostjo se tudi občani zavedajo svojih dejanj ter s tem zmanjšujejo število prekrškov. Pomembna prisotnost pooblastil, ki jih uporabljajo pooblaščene uradne osebe zaposlene v redarskih službah ter policiji, se kaže z uspešnostjo na področju zagotavljanja varnosti in dela teh služb. Njihov namen uporabe je ključen za preventivno varnost lokalne skupnosti. Medobčinsko redarstvo, ki kot ena izmed oblik zagotavljanja varnosti, s svojim delom omogoča normalno delovanje lokalne skupnosti, deluje v skladu z letnim načrtom občin. Glede na medsebojno povezovanje Občin pri zagotavljanju skupne varnosti se tudi sredstva za delovanje medobčinskega redarstva zagotavljajo v deležih, ki jih prispeva posamezna občina, glede na razpon dela. Primer uspešnega delovanja medobčinskega redarstva se kaže v povezovanju občin Bistrica ob Sotli, Brežice, Krško, Radeče in Sevnico, ki so v skladu z Zakonom o občinskem redarstvu in drugimi potrebnimi zakoni, s skupnim odlokom ustanovile skupnega prekrškovnega organa. Uspešno delo občinskih redarjev je povezano z odobravanjem prebivalcev občin, ki njihovo delo spremljajo. Prav tako pa dobro sodelovanje s Policijo odseva zunanjost redarstva kot službe, ki je v današnjem svetu čedalje bol prisotna. V diplomskem delu smo raziskali delo medobčinskega redarstva v Posavju. Opravili anketo s prebivalci občin, glede zadovoljstva z delom medobčinskega redarstva ter opravili končne zaključke glede postavljenih hipotez.

Title:The work of common intermunicipal Constabulary in municipalities Bistrica ob Sotli, Brežice, Krško, Radeče and Sevnica
Abstract:In the 21st century, municipal rallies are indispensable with their presence. In some areas, such as road safety and public order, they replace or reduce the presence of the police. Their presence also citizens aware of their actions and thereby they reduce the number of offenses. The important presence of authorizations used by authorized officers employed in municipal constabulary and the police is reflected in the performance of the security and the work of these services. Their purpose is crucial for the preventive safety of the local community. Intermunicipal Constabulary, which as one of the forms of providing security through their work, allows normal functioning of the local community, acting in accordance with the annual plan of municipalities. Given the mutual interconnection of the municipalities in ensuring the overall security, the funds for the operation of the intermunicipal lineage are also provided in the shares contributed by each municipality according to the range of work. An example of the successful functioning of the intermunicipal ranking is reflected in the integration of the municipalities of Bistrica ob Sotli, Brežice, Krško, Radeče and Sevnica, which, in accordance with the Law on Municipal constabulary and other necessary laws, established a joint minor offense body with a joint decree. The success of the work of municipal officers is connected with the approval of the inhabitants of the municipalities who accompany their work. Good cooperation with the Police reflects the exterior of the department as a service, which is increasingly present in today's world. In this thesis, we studied the work of inter-municipal warden in Posavje. We conducted a survey with residents of municipalities in terms of satisfaction with the work of inter-municipal warden and passed the final conclusions regarding the hypotheses.
