Title:Prvi učinki pokojninske reforme ZPIZ-2 s poudarkom na starostni pokojnini

Abstract:V Republiki Sloveniji sistem pokojninskega zavarovanja ureja Zakon o pokojninskem in invalidskem zavarovanju, ki je bil od njegove zasnove po osamosvojitvi že nekajkrat dopolnjen in spremenjen. Zadnja reforma pokojninskega sistema (ZPIZ-2) je nastopila s 1. 1. 2013. Razlogi zanjo so staranje prebivalstva, slabšanje razmerja med aktivnim in neaktivnim delom prebivalstva, upad rodnosti, prezgodnje upokojevanje, podaljševanje časa preživetega v pokoju itd. Vse to vpliva na nevzdržnost javnofinančne blagajne. Ker so demografske napovedi za prihodnost še slabše, so zaostritve na tem področju bile neizogibne. Slovenija je trenutno po izdatkih za pokojnine še pod evropskim povprečjem, dolgoročno pa bo to povprečje celo presegla. Ključne novosti zajemajo zaostrene pogoje odmere pravic, področje predčasne in delne upokojitve, bonuse za kasnejšo upokojitev, postopen dvig upokojitvene starosti in informativno osebno evidenco. Spremembe se uvajajo postopno. Z analizo v empiričnem delu smo ugotavljali prve učinke reforme ZPIZ-2, pri čemer smo ugotovili, da ta prinaša učinke že v prvih letih delovanja. Povečalo se je število zavarovancev, izboljšuje se razmerje med zavarovanci in upokojenci, upokojitvena starost za oba spola se postopno dviguje, prav tako pa se dviguje tudi dopolnjena pokojninska doba. Vendar pa so pozitivni učinki predvsem kratkoročni. Projekcije napovedujejo, da se bo situacija začela slabšati že po letu 2023. Dolgoročno o pozitivnih učinkih ZPIZ-2 ne moremo govoriti, to pa pomeni, da bo slej ali prej pokojninski sistem potrebno ponovno reformirati.

Title:The First Results of the Pension Reform ZPIZ-2 with an Emphasis on the Retirement Pension
Abstract:Pension system in Slovenia is defined in The pension and disability insurance system. After Slovenia`s independence, the system was revised and amended several times. The last reform of the pension and disability insurance system (ZPIZ-2) took effect on January 1st. in 2013. The main reasons for reform are population ageing, ratio between active and inactive population is in decline, the decline of fertility, early retirement, growth of time spent in retirement, etc. All of these reasons affect the sustainability of fiscal policy. Population projections for future are even more alarming, so changes in this area were necessary. Currently, Slovenia is still below European average while we talkig about pension expenditure. In long term this average will be exceeded. Key novelties cover stricter conditions for assessment of rights, area of early and partial retirement, bonuses for postponed retirement, progressive increase of retirement age and informative personal evidence. Changes are being introduced gradually. With analysis in empirical part, we have discovered the first effects of reform ZPIZ-2, from which we have discovered that the positive results are already noticable in the first years after the reform took place. The number of insured population has increased, ratio between insured population and retirees is improving, retirement age for both sexes is increasing progressively, aswell as increase in working years. Nevertheless this positive effects are only short-term. Projects predict that the situation will begin to deteriorate after 2023, long-term we cannot talk about positive effects of ZPIZ-2, which means that sooner or later the pension system will have to be reformed again.
