Title:Vpliv kakovosti sortiranja komunalnih odpadkov v Sloveniji na recikliranje

Abstract:Kakovost storitve sortiranja komunalnih odpadkov v Sloveniji se je v raziskavi ocenjevala s pomočjo večkriterijskega modela za kvalitativno oceno metodologije DEX. Gre za orodje, ki uporabniku pomaga priti od mnogih možnosti do odločitve. V raziskavi se je ocenjevala kvaliteta sortiranja komunalnih odpadkov sedmih slovenskih centrov za ravnanje z odpadki. Ocenjevanje je temeljilo na osnovi osmih vrst sekundarnih surovin. Parametri ocenjevanja so bili kakovost sekundarnih surovin, ki jo determinira njihova čistost, rednost oddajanja sekundarnih surovin v reciklažo, ki temelji na učinkovitosti sortiranja, ter nakladalna teža posamezne balirane frakcije pri transportu sekundarnih surovin v reciklažo, ki je v osnovi odvisna od tehnične opremljenosti centrov. Zbiranje potrebnih podatkov je potekalo v obdobju šestih mesecev, in sicer od januarja 2017 do vključno junija 2017. Končni rezultati so podali informacije glede predhodno zastavljenih pet hipotez. Ocenjevanje storitve ravnanja z odpadki je podalo končno oceno »dobro« podjetjema A in D. Z oceno »srednje« so bila ocenjena podjetja B, C in F. Končno oceno »slabo« sta dobili podjetji E in G. V raziskavi so grafično prikazani tudi rezultati centrov za ravnanje z odpadki glede na vsak atribut oz. sekundarno surovino posebej. Izvedena je bila tudi analiza občutljivosti za preizkus odzivnosti modela. Ta se je izvajala s spremembo funkcije koristnosti na nivoju »izbor materiala«. S spremembami zahtevane vrednosti uteži so bili razviti štirje scenariji. Pri vsakem od njih se je določenemu atributu zahtevana vrednost uteži povečala na 70 %, preostalim atributom pa se je vrednost uteži znižala na 10 %. Na ta način se je ugotavljalo, kako določen atribut vpliva na končno oceno variant oz. na oceno posameznega centra za ravnanje z odpadki. Tudi po različnih scenarijih se samo pri podjetjema A in D končna ocena ni razlikovala od ocene, ki sta jo podjetji dobili pri začetnem razvoju modela.

Title:Impact of commumal waste sorting quality on recycling in Slovenia
Abstract:In the present paper the quality of the municipal waste sorting service in Slovenia was assessed using DEX methodology, being a multi-criteria model for the qualitative assessment. It is a tool that helps the user to choose among many options and make a decision. The study assessed the quality of the sorting of municipal waste in seven Slovenian waste management centres. The assessment was based on eight types of secondary raw materials. The assessment parameters were the quality of the secondary raw materials determined by their purity, the regularity of the delivery of secondary raw materials to recycling units, based on the sorting efficiency, and the loading weight of the individual baled fractions in the transport of secondary raw materials for recycling, which fundamentally depends on the technical equipment of the centres. The collection of the necessary data took place over a period of six months, from January 2017 to including June 2017. The final results provided information on the previously set five hypotheses. The final assessment a "good" waste management service was given to the Centres A and D. The Companies B, C and F were rated "medium". The final assessment "bad" was given to the centres E and G. The survey also graphically presents the results of the waste management centres with respect to each attribute or secondary raw material separately. A sensitivity analysis was also made to test the responsiveness of the model. This was done by changing the usefulness function at the "material selection" level. Four scenarios have been developed with the changes in the required weights value. For each of them, the required value of the weight was increased to 70%, while the remaining attributes reduced the weight to 10%. This way, it was determined how a certain attribute influences the final evaluation of the variants or the assessment of the individual waste management centre. According to different scenarios, only for the Centres A and D, the final evaluation did not differ from the evaluation, made before model development.
