Title:	Pravna vprašanja državnega štipendiranja

Abstract:	Diplomsko delo obravnava pravna vprašanja državnega štipendiranja. Primarna zakona, ki posegata na področje državnega štipendiranja sta Zakon o štipendiranju in Zakon o uveljavljanju pravic iz javnih sredstev. V prvem delu diplomske naloge so opredeljeni splošni pojmi, ki se nanašajo na državno štipendijo, kot sta štipendist in štipenditor. Sledi umestitev državne štipendije v sistem socialne varnosti ter razvoj politike državnega štipendiranja v Republiki Sloveniji. Diplomsko delo se nadaljuje z navedbo ostalih možnosti, ki jih imajo dijaki in študentje, da pridobijo katero drugo obliko štipendije ter podrobnejšim opisom namena in funkcije štipendiranja. Osrednji del naloge se nanaša na državno štipendijo, kjer jo podrobneje opisujem in opredeljujem. Obrazložen je postopek, vir financiranja, upravičenci, pogoji za mirovanje štipendijskega razmerja, prenehanje, odvisnost pridobitve od materialnega položaja oseb ter organi, ki sodelujejo v postopku pri uveljavljanju pravice. Ker se v Republiki Sloveniji pripravlja nekaj novosti na področju štipendiranja, sem predstavila tudi ključne novosti, ki jih bo prinesla reorganizacija Centrov za socialno delo ter novela Zakona o štipendiranju, ki bo v veljavo stopila v študijskem letu 2018/2019.

Title:	Legal issues about national scholarship
Abstract:	The Diploma work deals with the rights to assert the state scholarship that belongs to the procedure of asserting rights from public means. The primary laws that interfere in the field of public scholarships are the Law of scholarships and the Law of asserting scholarships from public means, subsidiary also the Law of general civic procedure. In the first part of the diploma work the general conditions, which refer to public scholarships, are defined. These are the scholarship holder and the scholarship provider. This is followed by the investiture of the state scholarship into the system of social care and the development of politics of state scholarships in the Republic of Slovenia. The Diploma work continues with the quotation of other possibilities that are available for pupils and students, so they can assert some other form of scholarship. This is followed by a detailed description of the purpose and of the function of scholarships. The central part of the work is referred to the state scholarship which is described and defined more in detail. The procedure and also the source of financing, the rightful claimant, the assessment, the terms of inactivity of the scholarship relationship, the cease, the dependence of asserting regarding the material position of the persons and also the organs, who cooperate in the procedure of asserting the rights are described. Because in the Republic of Slovenia some novelties at the field of scholarships are being prepared I have presented the key novelties, that will be introduced by the reorganization of the Centers of social work and the novel of the Law of scholarships, that will enter into force in the study year 2018/2019.
