Title:Potencialne koristi korupcije v Sloveniji

Abstract:Korupcija je v današnjem svetu velik problem in je močno razvita v vseh državah. Je zelo kompleksen pojav, zato je težko meriti njene posledice in njen vpliv na gospodarstvo. Najbolj je razširjena v državah v razvoju, v državah z nizko stopnjo izobraženosti in v državah z nizko stopnjo gospodarske rasti. Korupcija vpliva na družbo na različnih področjih in na različne načine. Zahtevana in prejeta korist je pridobljena nezakonito, ki pa je lahko tudi nedenarna. Splošno velja, da korupcija negativno vpliva na gospodarsko rast, vendar če pogledamo podrobneje, ima lahko tudi pozitiven vpliv na gospodarstva. Teoretična literatura in različne študije so o korupciji odprle veliko razpravo. Na eni strani strokovnjaki trdijo, da škoduje gospodarski rasti, ustvarja splošno nezadovoljstvo in nezaupanje v državne institucije. Po drugi strani pa nekateri menijo, da je lahko prava mera korupcije alternativna pot do gospodarske rasti. Ugotovili smo, da imajo lahko gospodarstva z neučinkovitimi predpisi, polnimi birokratskih ovir in slabih zakonov, z nizko svobodo gospodarstva in slabo kakovostjo institucij tudi pozitivne učinke korupcije. Slednja spodbuja rast, ko je gospodarska svoboda najbolj omejena, vendar se njeni ugodni vplivi zmanjšajo s povečanjem gospodarske svobode in sčasoma postanejo negativni. Namen magistrskega dela je bil ugotoviti, ali ima Slovenija mogoče kakšne koristi od prisotne korupcije ali ne. S pomočjo raziskave Douglasa A. Houstona, ki je ugotavljal, ali ima lahko korupcija v določenih primerih ekspanzivne učinke, in s primerjavo ocene gospodarske svobode v državah smo ugotovili, da negativni vplivi korupcije pretehtajo pozitivne in da Slovenija nima koristi od prisotne korupcije.

Title:Potential benefits of corruption in Slovenia
Abstract:Corruption is a major problem in today's world and is strongly developed in all countries. It is a very complex phenomenon, so it is very difficult to measure its consequences and its impact on the economies. It is most widespread in developing countries, in countries with low education and in countries with low economic growth. Corruption affects society in different areas and in different ways. The requested and received benefits of corruption are obtained illegally, which may also be non-monetary. It is generaly known, that corruption has a negative impact on economic growth, but if we look in more detail, corruption can also have a beneficial impact on the economy. Theoretical literature and various studies have opened up a major discussion about corruption. On one hand, experts argue that corruption is detrimental to economic growth, creating general dissatisfaction and mistrust in state institutions. On the other hand, some believe that the right amount of corruption can be an alternative to economic growth. We have found that economies with ineffictive regulations, full of bureaucratic obstacles and bad laws, low economic freedom and poor quality of institutions, can also have positive effects of corruption. Corruption stimulates growth when economic freedom is most limited, but the beneficial effects of corruption are reduced by increasing economic freedom and they eventually become negative. The purpose of master's thesis was to determine whether Slovenia may benefit from the presence of corruption. Using Douglas A. Houston's research to determine whether corruption can in certain cases have expansive effects and by comparing the assessment of economic freedom in countries, we have found that the negative effects of corruption outweight the positive effects and that Slovenia does not benefit from the presence of corruption.
