Title:Problematika ukrepanja slovenske policije v gorah na podlagi podatkov za obdobje 2013-2017 : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:V diplomski nalogi smo raziskovali naloge in aktivnosti policije v gorah, ter analizirali statistične podatke za obdobje od leta 2013 do 2017. V prvem delu diplomskega dela smo na podlagi literature različnih avtorjev, dokumentov policije, virov iz spletnih strani, zakonodaje ter lastnih izkušenj, raziskali aktivnosti, ki jih obiskovalci v gorah največkrat počno, pri tem smo se osredotočili na dve najbolj osnovni panogi gorništvo in alpinizem. Ugotovili in preučili smo odgovornosti za nesreče v gorah, tako subjektivne kot objektive, in ugotovili njene vzroke, posledice in vrste. Policija varnostne dogodke, kadar je o njih obveščena, skoraj vselej preiskuje in ugotavlja znake kaznivega dejanja ali elemente prekrška. V diplomskem delu smo raziskali organiziranost policije za izvajanje nalog na zahtevnem terenu kot so gore, kjer takšne naloge izvajajo pripadniki posebne gorske policijske enote. Po naših ugotovitvah, bi bilo ukrepanje v gorah učinkovitejše, če bi bila enota organizirana kot samostojna stalna enota. Hkrati so predstavljeni predpisi in zakonodaja, ter druge organizacije, ki skrbijo za zagotavljanje varnosti v gorah. Ob določenih popravkih, že veljavnih predpisov, bi lahko policiji in drugim organizacijam omogočili ukrepanje ob ugotovljenih nepravilnostih in s tem pripomogli k večji varnosti v gorah. V drugem empiričnem delu smo na podlagi analize in primerjave statističnih podatkov pridobljenih od Policije in Gorske reševalne zveze Slovenije ugotovili, da se število nesreč in ukrepanj pristojnih služb v gorah z leti povečuje. Hkrati se povečuje število lahko telesno poškodovanih oseb, medtem ko hujše posledice, kot so smrt in huda telesna poškodba, z leti različno nihajo in se razlikujejo.

Title:The problems of measures slovenian police in mountains on data basis for period 2013-2017
Abstract:This thesis is aimed at studying police activities in the mountains and analysing the statistical data from the 2013-2017 period. Following a literature review, police reports, online sources, legislation, and our own personal experience, we researched mountaineering and alpinism as the most prevailing types of mountain activities. We examined the subjective and objective liability mechanisms of accidents resulting from those activities with an attempt to determine the causes, effect, and types of occurrences. The police predominantly investigate safety events to identify signs of felony or elements of criminal offense when such events are reported to the establishment. In this thesis, we studied the organizational capacities of the police for taking actions on difficult terrain, such as mountains, normally carried out by members of the special police mountain unit. We discovered that high ground operations would be more efficient within an independent and constant unit system. We support this argument by presenting regulations under the present legislation and best practices from diverse mountain safety institutions. We conclude that determined corrections of the established regulation could enable the police and other organizations to act upon identified irregularities more effectively and in turn, help to increase mountain safety. In the empirical part of the thesis, we continued with a comparative analysis of statistical data gathered from the Slovenian Police and Mountain Rescue Association of Slovenia (Gorska reševalna zveza Slovenije). The results showed an increasing trend in the number of accidents and corresponding specialized interventions on a yearly basis. Similarly, we noted the growing number of incident participants with light bodily injuries. The number of cases with serious consequences, on the other hand, such as death and serious bodily injuries fluctuates during the studied time period.
