Abstract:Mestno redarstvo Mestne občine Ljubljana je varnostna organizacija lokalne samoupravne skupnosti, ki v obliki, kot jo poznamo danes, obstaja od leta 1995. Takrat se je sicer, po določbah Zakona o lokalni samoupravi (1993), imenovala komunalno-redarstvena služba, a njena naloga je bila podobna kot danes – sankcioniranje kršiteljev lokalnih predpisov. Od leta 2006, ko je v veljavo stopil Zakon o občinskem redarstvu (2017), se Mestno redarstvo Mestne občine Ljubljana razvija, pridobiva vedno več pooblastil in postaja vedno bolj učinkovita varnostna organizacija, ki na območju Mestne občine Ljubljana skupaj s Policijo skrbi za varnost občanov. Danes so pooblastila mestnih redarjev Mestne občine Ljubljana zapisana v temeljnem Zakonu o občinskem redarstvu (2017), več prometnih zakonih – Zakonu o pravilih cestnega prometa (2017), Zakonu o voznikih (2017), Zakonu o motornih vozilih (2017), Zakonu o cestah (2018) – in v Zakonu o varstvu javnega reda in miru (2006). Poleg teh zakonov imajo mestni redarji Mestne občine Ljubljana pristojnost za nadzor nad nekaterimi določbami drugih zakonov Republike Slovenije. Za zakonito, strokovno in varno izvajanje pooblastil mestnih redarjev Mestne občine Ljubljana skrbijo predavatelji in inštruktorji Policijske akademije Generalne policijske uprave, ki v obsegu 410 ur usposabljajo kandidate za mestne in občinske redarje. Mestno redarstvo Mestne občine Ljubljana se je razvilo, kolikor se je, glede na zakonsko določene okvirje, lahko. Pojavljajo se ambicije, da bi organizacija preoblikovala v mestno policijo. Obseg njihovih nalog in uspešnost sta na nekaterih področjih primerljiva s Policijo, a vendar se pojavlja vprašanje usposobljenosti za strokovno in varno izvajanje postopkov z občani.

Title:Municipal wardens in ljubljana from community wardens to municipal police
Abstract:Municipal Police Department in the Municipality of Ljubljana is an organisation that exists in the form we know today, from the year 1995. The Local Self-Government Act (1993) declared the name of the organisation to be Community Wardens Service, but the tasks of that organisation were similar to those today – sanctioning the offenders of local regulations. Since the year 2006, that is when the Act on Local Police (2017) came in use, the Municipal Police Department of Ljubljana is evolving, the Municipal Police Officers are getting more and more powers, and they are becoming more and more efficient. Together with the Police, they are ensuring the safety of Ljubljana's residents. The powers of Ljubljana's Municipal Police Department are written in several acts, namely in the Act on Local Police (2017) and also in several acts on traffic safety – Road Traffic Rules Act (2017), Drivers Act (2017), Motor Vehicles Act (2017), Roads Act (2018) – and the Protection of Public Order Act (2006). Besides those acts, Ljubljana's Municipal Police Officers also have jurisdiction over some other provisions written in some other Slovenian laws. Lecturers and instructors of General Police Directorate's Police Academy are responsible for Municipal Police Officers' training. The training if carried out in the range of 410 hours. Municipal Police Department of the Municipality of Ljubljana has evolved to maximum extent allowed by Slovenian laws. Now, there are ambitions for growth inside the organisation, specifically of evolving in the direction of a city police organisation. The extent of tasks currently performed by municipal wardens can be compared to those of the Police, in some areas. But nevertheless, the question arises, if the current training program of municipal wardens is enough, to enable them to perform professional and safe procedures.
