Title:Makrobonitetni nadzor

Abstract:Pretekla finančna kriza je pokazala potrebo po makrobonitetnem nadzoru v finančnem sistemu nadzora. Boleči končni rezultati recesije so nas še enkrat opomnili na tesno povezavo med finančnim in makroekonomskim okoljem. Izkazalo se je, da pretekla politika, bodisi monetarna, fiskalna ali mikrobonitetna, ni zagotavljala zadostne učinkovitosti pri omejevanju različnih sistemskih tveganjih. V Sloveniji je namen makrobonitetnega nadzora odkriti, spremljati in ocenjevati sistemska tveganja, ki lahko povzročijo finančno nestabilnost, zmanjšati kopičenje sistemskih tveganj in zagotoviti trajnostni prispevek finančnega sektorja h gospodarski rasti. Makrobonitetna politika pa ni edina politika, ki je usmerjena v ekonomsko in finančno stabilnost gospodarstva. Ob monetarni, fiskalni in mikrobonitetni politiki, je potrebno veliko usklajevanja in sodelovanja med pristojnimi organi nadzora. Politike so medsebojno tesno prepletene, se lahko dopolnjujejo ali so si nasprotujoče. Velikokrat imajo instrumenti makrobonitetne politike značilnosti mikrobonitetnih oziroma monetarnih, saj so bili razviti z namenom, da odpravijo nepravilnosti, ki se pojavljajo pri uporabi teh. Na podlagi ocenjenih sistemskih tveganj Banka Slovenije uporablja instrumente makrobonitetne politike opredeljene v Uredbi (CRR), Zban-2 in ZMbNFS, z namenom zasledovanja zastavljenih vmesnih in končnih ciljev makrobonitetne politike. Glede na opredeljeno sistemsko tveganje ima Banka Slovenije pravico izbrati, uvesti in imeti neposreden nadzor nad makrobonitetnimi instrumenti z namenom preprečitve nadaljnjega kopičenja sistemskega tveganja. Seznam makrobonitetnim instrumentov je prilagojen vmesnim ciljem. V Sloveniji je tako v uporabi pet sklopov makrobonitetnih instrumentov: instrumenta za stanovanjski nepremičninski trg (LTV in DSTI), blažilnik za DSPI, proticiklični kapitalski blažilnik (CCB), GLTDF in omejevanje depozitnih obrestnih mer.

Title:Macroprudential surveillance
Abstract:The recent financial crisis showed the need for macroprudential surveillance in the financial system of regulation. Painful results from the recession reminded us once again how important is the connection between the financial system and macroeconomic environment. The previous policies like fiscal, monetary and microprudential, didn’t limit effectively different systemic risks. The purpose of macroprudential surveillance in Slovenia is to detect, monitor and assess systemic risks, that could cause financial instability and to ensure a sustainable contribution of the financial system to economic growth. But the macroprudential policy is not the only policy that is directed into financial stability. So, it is important that surveillance authorities cooperate with each other and exchange information. Instruments of macroprudential policy have some similarity with microprudential and monetary instruments because they were developed to eliminate irregularities that derive from their usage. On the basis of assessed systemic risks, the Bank of Slovenia is using macroprudential instruments defined in regulation CRR, Banking Act (ZBan-2) and ZMbNFS with the purpose of reaching intermediate and final goals of macroprudential policy. Bank of Slovenia has the authority to choose, implement and have control over macroprudential instruments with the purpose of prevention of identified systemic risk. The list of macroprudential instruments is adapted to each intermediate or operative goal. In Slovenia there is in usage five different macroprudential instruments: instruments for household lending (LTV and DSTI), countercyclical capital buffer (CCB), capital buffer for other systemically important institutions (O-SII buffer), gross loans to deposits flows (GLTDF) and limits on deposit rates.
