Title:Nosorogi kot najbolj ogrožena živalska vrsta : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Nosorogi, čeprav so že stoletje na listi ogroženih vrst, še vedno ostajajo na tem položaju, ker afriška vlada nima ne politične volje ne prave podlage ali finančne podpore, ki bi lahko zaščitila to vrsto živali. Trgovina z nosorogi je bila prepovedana že v letu 1977, vendar njen primarni namen ni bil dosežen v pričakovanem smislu. Trenutno stanje kaže na potrebo po vzpostavitvi ustrezne politične in zakonske podlage ter uvedbo strategij, ki se bodo lahko učinkovito borile proti nezakoniti trgovini z nosorogi in nosorogovimi rogovi. V ta kontekst je treba vključiti mednarodne organizacije ter uskladiti nacionalne smernice in zakonodajo zahtevam CITES. Število ubojev nosoroga z nezakonitim divjim lovom, vzpostavljen črni trg z nosorogovimi rogovi in prepričanje potrošnikov o zdravilnih učinkih nosorogovega roga je treba dokončno zatreti. Samo s trdnimi prizadevanji, ustreznimi oprijemi in nenehnim spremljanjem dogajanja na trgu nezakonite trgovine z nosorogi in nosorogovimi rogovi je mogoče preprečiti nadaljnjo škodo in dokončno izumrtje tega mističnega, prazgodovinskega bitja. Legalizacija lahko privede do nekaterih pozitivnih učinkov, ki jih številni raziskovalci, pristaši vzreje nosorogov in lastniki afriških rezervatov vidijo v tem predlaganem konceptu. Kljub vsem navedenim pozitivnim učinkom legalizacije pa ni mogoče predvideti, ali morda omenjena poteza prinaša tudi negativne posledice. Nekateri zagovorniki legalizacije namreč predlagajo vzrejo živali zaradi pridobivanja rogov. V tem primeru gre za prilagajanje trga organizirani kriminaliteti, ne pa prilagajanje situacije živalski vrsti in njihovim potrebam po zagotavljanju osnovnih življenjskih potreb. Dejstvo je, da je treba trg z nosorogovimi rogovi zatreti, ne pa prilagajati luksuznim potrebam človeka.

Title:Rhinoceros as most endangered animal species
Abstract:Rhinos, which have been on the list of endangered species for about a century, still remain on this position because the African government has no political will and no legal financial support to protect this animal species. The trade of rhinos was forbidden in 1977, but its primary purpose was not reached in the expected sense. The current state indicates to the need for the establishment of appropriate political and legal base and initiate strategies, which will be able to successfully fight against illegal trade of rhinos and rhino horns. In this context, international organizations should be involved and the national directives and legislation should follow the CITES requirements. The number of rhinos killed by poaching, established black market for rhino horns and consumers belief in the medical effects of rhino horns must be finally inhibited. Only through solid efforts, proper adhesion and constant monitoring of development in the illegal trade in rhinos and rhino horns can prevent further damage and ultimate extinction of this mystical, prehistoric creature. Legalization can lead to some of the positive effects that many researchers, supporters of the rhino breeding, and African reservation owners see in this proposed concept. Despite of all these positive effects, it is not possible to predict whether there can also be a possible negative consequences. Some proponents of legalization namely suggest breeding rhinos for their horns. In this case, that means adapting the market to organized crime, not adapting the situation to this animal species and their need to meet basic living needs. The fact is that the rhino horn market needs to be inhibited, not adapted to the human luxurious needs.
