Abstract:Varnost v državi je eden izmed ključnih pokazateljev zadovoljstva v določeni državi. V Republiki Sloveniji za varnost ne skrbi le policija, temveč tudi določeni drugi akterji, ki sodelujejo med sabo. Za varnost na področju lokalnih skupnosti je zadolžena tudi občina, ki lahko med drugim ustanovi tudi občinsko ali mestno redarstvo. Ta organ je zadolžen predvsem za varovanje občinskih cest in za vzdrževanje javnega reda in miru. Skozi zgodovino se je delo in poimenovanje občinskih redarjev spreminjalo. Od komunalnih redarjev, kot so jih imenovali na začetku samostojne Slovenije, pa do občinskih in mestnih redarjev, kot jih poznamo danes, se je spremenilo kar nekaj zakonov in zakonsko določenih aktov. S sprejetjem Zakona o občinskem redarstvu so občinski redarji dobili krovni zakon, po katerem se ravnajo in v katerem so zapisane njihove naloge za opravljanje dela. V tem zakonu so zapisani tudi pogoji za uporabo pooblastil, ki jih redar pri svojem delu lahko uporabi. S sprejetjem Zakona o spremembah in dopolnitvah Zakona o občinskem redarstvu je prišlo do boljšega definiranja uporabe določenih pooblastil, ki jih redar lahko uporabi pri svojem delu. Spremembe se nanašajo predvsem na uporabo telesne sile, uporabo sredstev za vklepanje in vezanje ter uporabo plinskega razpršila – prisilnih sredstev. Z večanjem možnosti uporabe prisilnih sredstev pa potrebujejo občinski redarji tudi več usposabljanja, da bodo neko pooblastilo uporabili na predviden način.

Title:The powers of the municipal security officer
Abstract:Security in the country is one of the key indicators of satisfaction in a particular country. In the Republic of Slovenia, security is not only concerned with the police, but also with certain other actors who cooperate with each other. Local community safety is also the responsibility of the municipality, which may establish, among other things, municipal or some kind of city police. This municipal security is primarily responsible for protecting roads that are in a specific area and for maintaining law and order. Throughout history, the work and naming of municipal security officers has changed. From communal – minicipal officers, as they were called in the beginning of independent Slovenia, to municipal and city police officers as we know them today, several laws and statutory acts have changed. With the Law of Municipal security officer, municipal security officers were given an umbrella law to follow and to record their task for performing their work. This law also sets out the conditions for the use of powers that a security officers can use in their work. With the change of the Law on Amandments to the Law on Municipal security officers, there has been a better definition of the use of a certain power that a security officer can use in hus work. The changes relate mainly to the use of a body force, the use of locking and tying agents and the use of a gas spray – coercive means. By increasing the use of coercive means, municipal security officers also need more trainig in order to use their authority in the manner intended.
