Title:Vloga mladinskih vzgojnih programov pri omejevanju mladoletniške kriminalitete : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Mladoletniška kriminaliteta in njeno omejevanje predstavlja pomembno področje dela številnim institucijam, tako državnim kot nevladnim. Mladi predstavljajo posebno tarčno skupino omejevanja kriminalitete, ki se ji v zadnjem času posveča čedalje več pozornosti. Temeljni dokument predstavlja Resolucija o preprečevanju in zatiranju kriminalitete (»RePZK«, 2006). Že v tem dokumentu je zapisano sodelovanje oblasti z nevladnimi organizacijami. Natančneje je omejevanje mladoletniške kriminalitete opisano v Resoluciji o nacionalnem programu preprečevanja in zatiranja kriminalitete za obdobje 2019–2023 (»ReNPPZK19–23«, 2019) ter Zakonu o javnem interesu v mladinskem sektorju (»ZJIMS«, 2010). V Republiki Sloveniji obstaja veliko različnih mladinskih (vzgojnih) organizacij, ki z udeleženci izvajajo najrazličnejše programe. Glavni cilj vzgojnega programa je ustvarjati okolje, v katerem se lahko vsak mladostnik razvije v avtonomnega posameznika, kar mu omogoča normalno vključevanje v družbo. Odklonsko ravnanje pri mladostnikih je lahko prvi indikator za razvoj v družbeno nezaželeno smer. Veliko programov je namenjenih tudi omejevanju kriminalitete. V raziskavo je bilo zajetih 10 različnih organizacij, ki delujejo na območju Ljubljane. Vsebinsko so bile razdeljene v 4 skupine. Te so bile: verske, športne, kulturno-izobraževalne in skavtske. V teh organizacijah so bili udeležencem razdeljeni vprašalniki, s katerimi je bilo merjeno zadovoljstvo s programom, drugi dejavniki tveganja med mladimi, udeleževanje programa ter delinkventnost mladih. V raziskavi smo ugotovili, da med skupinami ni statistično značilnih razlik v delinkventnem vedenju njihovih članov v zadnjih 12 mesecih. Med posameznimi organizacijami pa te razlike so, in sicer med organizacijama Mladi zmaji in Društvom sokolske mladine. V raziskavi ni bilo mogoče potrditi, da višja ocena mladinskega programa s strani udeležencev prinaša boljše rezultate pri omejevanju mladoletniške kriminalitete, da so mladostniki, ki se pogosteje udeležujejo srečanj, manj delinkventni, in da so mladostniki, ki so v program vključeni dalj časa, manj delinkventni.

Title:Role of juvenile programs in preventing juvenile delinquency
Abstract:Juvenile delinquency and the prevention of the delinquency represents an important field of work to numerous institutions, governmental as well as non-governmental institutions. Minors represent the main group for the prevention of delinquency which is lately getting a great deal of attention. The basic document on this subject is the Resolution on the Prevention and Combating of Crime (»RePZK«, 2006). In this document already, there is a mention of cooperation with non-governmental organisations. The prevention of juvenile delinquency is explained in more detail in the Resolution on the National Programme for the Prevention and Suppression of Crime 2019–2023 (»ReNPPZK19–23«, 2019) and also in the law of Public Interest in Youth Sector Act (»ZJIMS«, 2010). In the Republic of Slovenia, there are various youth organisations that are concerned with education of youth and they provide numerous programs for activities. The main goal of these programs is the integration of minors into an orderly life of a citizen. With juveniles, the marginal behaviour can be considered as the first indicator of a development onto undesirable territories. Most of the programs are intended to restrain youth delinquency. In that category, there were 10 different organisations that were included in the research and all of those organisations have their base in the region of Ljubljana. Furthermore, the organisations were divided into 4 groups. Those were: religious, sport, cultural and educational group and a scout group. Among all of these organisations, the participants were given a questionnaire with which it was possible to determine the state of satisfaction of each participant (their satisfaction with the programs) and their participation in those programs. The questionnaire also looked for other factors that could appear as a risk for youth delinquency. In the research of the programs, the analysis concluded that there were no statistically significant differences between the groups in the deliquent behaviour of their members in the last 12 months. There were also no statistically significant differences found between individual organisations except for the organisations Mladi zmaji and Društvo sokolske mladine. The research was not able to confirm that the higher evaluation of youth organisation by the participants would bring better results in restricting juvenile delinquency and that those minors who participate regularly are less delinquent. The research was also not able to affirm that the minors who were attending the educational program for a longer period of time were less delinquent because of it in the future.
