Title:Nesreče z lovskim orožjem pri izvajanju lova - študij primera : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Lovsko orožje predstavlja glavno orodje za lov, hkrati pa predstavlja nevarnost za nesreče z lovskim orožjem. Pri pregledu vzrokov, zakaj do nesreč prihaja, se kaže neprevidnost, lahkomiselnost, nepreračunljivost, prisotnost alkohola in tudi neznanje. Študij primera prikazuje, kako lovska organizacija zagotavlja varnost na lovih in kdo je odgovoren za posledice nesreč pri izvajanju lova. Kot vodilo skrbi za varen lov in ustrezne ukrepe služi lovska zakonodaja, lovska pravila, lovski priročniki ter ostalo strokovno gradivo. Pomembno vlogo prevencije pred nesrečami s strelnim orožjem so pravila obnašanja in pravila varnega rokovanja z orožjem. Ta pravila lovci vsakoletno obnavljajo s preskusom orožja in preizkusi strelskih sposobnosti lovca. Svetovna statistika kaže, da so nezgode pri izvajanju lova v upadanju in jih je po številčnosti manj kot nesreč pri ostalih dejavnosti na prostem. Sodna praksa se opredeli glede kazenske in civilne odgovornosti. Pri tem upošteva tudi deljeno odgovornost, kadar je bil vzrok za posledico na strani obeh strank, zaradi neupoštevanja pravil na lovu. Proučevali smo nesreče z lovskim orožjem pri izvajanju lova, kdo je za njih odgovoren, kako se tem nesrečam izognemo, kakšna so pravila ravnanja z orožjem, pravila varnosti in kako Lovska zveza Slovenije skrbi za redno usposabljanje in izobraževanje lovcev. Ugotovili smo, da večja kot je ozaveščenost lovcev na področju varnosti in kadar je veliko pozornosti namenjene preizkusu lovčevega orožja in njegovih strelskih sposobnosti, manj je nesreč, ki bi se zgodile zaradi uporabe lovskega orožja. Ugotovili smo še, da se največ nesreč na lovu sicer zgodi na individualnih lovih, kjer pa vzrok ni bilo lovsko orožje.

Title:Hunting weapon-related accidents during hunting- case study
Abstract:Hunting weapons are the main tool for hunting, but at the same time they pose a danger of tragic consequences in the event of an accident with a hunting weapon. When examining the causes of accidents, carelessness, recklessness, incompetence, the presence of alcohol and also ignorance are shown. The case study explores how a hunting organization ensures safety on the hunt and who is responsible for the consequences of accidents in the conduct of hunting. Hunting legislation, hunting rules, hunting manuals and other professional material serve as a guide for safe hunting and appropriate measures. Rules of conduct and rules of safe handling of weapons play an important role in the prevention of firearms accidents. These rules are renewed annually by hunters through tests of the hunter's weapons and shooting skills. World statistics show that accidents in hunting are declining and are fewer in number than accidents in other outdoor activities. The case law is defined in terms of criminal and civil liability. In doing so, it also takes into account the shared responsibility, when the cause of the consequence was on the part of both parties, due to non-compliance with the rules on the hunting place. We studied accidents, which had happened with hunting weapons at hunting, who is responsible in case of accident happens, how to avoid these accidents, what are the rules of handling weapons, safety rules and how the Hunting Association of Slovenia takes care of regular training and education of hunters. We found that the greater the awareness of hunters of safety is and when a lot of attention is taken to testing the hunter’s weapon and its firepower, there are fewer accidents that would occur due to the use of hunting weapons. We also found that most hunting accidents occur on individual hunts, where the cause was not hunting weapons.
