Title:Represija in človekove pravice v povojnem obdobju in kriznih razmerah zaradi epidemije v Sloveniji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Posledica vojne je velikokrat menjava oblasti. Nič drugače ni bilo v povojnem obdobju druge svetovne vojne na Slovenskem. Jugoslavija se je le po dobrem desetletju morala posloviti od monarhije. Na oblast je prišla Komunistična partija Jugoslavije, katere cilj je bil imeti odločilno vlogo v vseh aspektih tako javnega, kot zasebnega življenja. Ker je sprva bila malo številčna, je svojo oblast krepila z izvajanjem nasilja nad posameznikom in skupinami, ki bi lahko v prihodnosti ogrozile njen obstoj. Zaradi ustanavljanja delovnih in koncentracijskih taborišč, izvajanja izvensodnih pobojev in obsežnega kršenja človekovih pravic jo upravičeno štejemo za enega od totalitarnih sistemov. V diplomskem delu je prikazano, v kakšnem obsegu je oblast po vojni izvajala represivne ukrepe nad svojim prebivalstvom. V ospredju je poudarek predvsem na desetletnem obdobju po koncu druge svetovne vojne, saj je represija ravno v tem obdobju bila največja. Zaradi aktualnih razmer, ki jih je povzročila pandemija COVID-a 19 v tem letu, je prikazana primerjava z represijo državnih organov z namenom zajezitve širjenja virusa. Kljub temu da represija v povezavi s koronavirusom ni tako obsežna, je vseeno prišlo do omejitve določenih človekovih pravic. Veliko bolj kot njihov obseg, pa sta vprašljivi njihova sorazmernost in legitimnost. Vir pridobljenih informacij so knjige o povojnem obdobju Jugoslavije. Večina knjig je iz časa po osamosvojitvi, saj prejšnji sistem ni dovoljeval kritike oblasti. Zaradi aktualnosti pandemije COVID-a 19 o njem še ni knjižnega gradiva, zato so bili članki na internetu glavno vodilo pri pisanju diplomskega dela.

Title:Repression and human rights in the post – war period and critical conditions because of epidemic in slovenia
Abstract:Wars often result in the change of government. The same happened in the period after World War Two in what is today known as Slovenia. By then, Yugoslavia had only been a monarchy for one decade. Then, the League of Communists of Yugoslavia took over, with the intention of assuming the dominant role in all aspects of public as well as private life. As the League did not have many members at first, it strengthened its power by engaging in violence towards individuals and groups which could threaten its existence in the future. On account of establishing labour and concentration camps, carrying out extrajudicial killings and brutally violating human rights, it is rightly considered as one of the totalitarian systems. The paper presents the extent to which the post-war government imposed repressive measures against its people. It highlights the decade after World War Two, when the repression was the most severe. In the light of the current situation of this year, caused by the COVID-19 pandemic, the said repression is compared to the repression of state authorities in the effort to contain the spread of the virus. Although the repression related to the coronavirus is not that severe, certain human rights are still restricted. Not the extent of the restricted rights, but their proportionality and legitimacy are called into question. The sources of the obtained information are works on the post-war period of Yugoslavia. Most of the books originate from the period after independence, since the previous system did not allow criticism of the government. Because there are no books written about the current COVID-19 epidemic, the articles on this topic found on the Internet were the main source of information used to write this paper.
