Title:Krizno upravljanje in vloga izvajalcev nalog zaščite in reševanja v času epidemije novega koronavirusa SARS-CoV-2 v Sloveniji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Leto 2020 bo v svetovnem merilu prav gotovo zaznamovala epidemija novega koronavirusa SARS-CoV-2. Svetovna zdravstvena organizacija (WHO) je 30. 1. razglasila globalno nevarnost za javno zdravje in dva meseca kasneje še pandemijo. Novi koronavirus SARS-CoV-2 je prizadel celoten svet. Slovenija se je s koronavirusom soočila že ob koncu februarja, ko se je virus pojavil v sosednji Italiji. V nalogi smo raziskovali krizo (izredno stanje), sledili kriznim razmeram epidemije novega koronavirusa SARS-CoV-2 in preučevali uspešnost izvajanja ukrepov s strani akterjev, ki so bili v prvi vrsti odgovorni pri reševanju epidemije. Ugotovili smo, da se je država na krizne razmere epidemije z vidika kriznega upravljanja in zagotavljanja varnosti prebivalstva odzvala pravočasno. Kljub hitremu spreminjanju navodil glede ukrepov in preventivne zaščite, kar je povzročilo nekoliko negotovosti, so se intervjuvanci redno sestajali, predstavljali prejeta navodila in se pogovarjali o nadaljnjih ukrepih. Bili so v rednih stikih z ostalimi pristojnimi institucijami, ki so sodelovale pri zajezitvi virusa. Prav tako so imeli pripravljene krizne načrte, ki pa so jih prilagajali glede na situacijo. Univerzitetni klinični center Ljubljana je imel večje zaloge zaščitne opreme v primerjavi s Civilno zaščito Logatec in Domom starejših občanov Ljubljana Vič, ki sta imela zaloge le za nekaj dni. Pritiske s strani medijev je bilo v večji meri mogoče občutiti v institucijah, ki so bile dejansko v stiku z okuženimi bolniki. To sta bila Univerzitetni klinični center Ljubljana in Dom starejših občanov Ljubljana Vič. Kljub temu, da večina institucij ni imela oblikovanih posebnih delovnih skupin, ki bi vodile postopke v zvezi s preprečevanjem epidemije in sprejemanjem ukrepov, pa ocenjujejo odziv svoje institucije na krizne razmere kot dober.

Title:Crisis management and the role of protection and rescue operators during the new corona epidemic SARS-CoV-2 in Slovenia
Abstract:The year 2020 will on a global scale undoubtedly be marked by an epidemic of the new SARS-CoV-2 coronavirus. The World Health Organization (WHO) declared a global public health threat on 30th January 2020 which progressed into declaring a pandemic two months later. The new SARS-CoV-2 coronavirus has affected the whole world. Slovenia already faced the coronavirus at the end of February, when the virus appeared in neighbouring Italy. In the Diploma thesis we researched the crisis (state of emergency), followed the crisis situation of the new SARS-CoV-2 coronavirus epidemic and examined the effectiveness of the measures taken by the stakeholders who were primarily responsible for solving the epidemic. We determined that the country had responded to the epidemic crisis situation in a timely manner in terms of crisis management and ensuring the safety of the population. Despite the frequent changes in instructions on both measures and preventive protection, which did cause some uncertainty, the interviewees were meeting regularly and they presented the instructions received as well as discussed which measures needed to be implemented further. The interviewees were in regular contact with other competent institutions involved in the containment of the virus. They also had contingency plans in place, the latter being adjusted according to the current situation. The University Medical Centre Ljubljana had higher reserves of protective equipment compared to The Civil Protection Logatec and The Senior Citizens Home Ljubljana Vič, which both had supplies to last for only a few days. The pressures from the media could be felt to a greater extent in institutions which were actually in contact with infected patients. These were The University Medical Centre Ljubljana and The Senior Citizens Home Ljubljana Vič. Although most of the institutions did not have specific working groups formed to guide the procedures relating to preventing the epidemic and implementing measures, the interviewees assess their own institution's response to the crisis situation as satisfactory.
