Title:Sendajski okvir in njegova nacionalna aplikacija

Abstract:Skozi diplomsko nalogo smo proučevali problematiko poznavanja ter uvajanja Sendajskega okvira v nacionalne strateške dokumente. Sendajski okvir je prostovoljna listina, ki je bila sprejeta na tretji svetovni konferenci na Japonskem. Okvir je sestavljen za obdobje 2015 do 2030. Glavni namen tega strateškega dokumenta je zmanjšanje tveganj nesreč. V teoretičnem delu smo najprej predstavili Hjoški okvirni akcijski načrt, ki je predhodnik Sendajskega okvira. Nato smo podrobneje predstavili Sendajski okvir ter njegovo implementacijo v Republiki Sloveniji. Sendajski okvir v svoji vsebini opisuje pomen upravljanja in obvladovanja s tveganji, zato smo se v nadaljevanju osredotočili na tveganja. Po tem je sledil opis zakonodaje v zvezi z naravnimi in drugimi nesrečami v Republiki Sloveniji. Teoretični del vsebuje tudi nacionalni sistem in nacionalno varnost Republike Slovenije. V nadaljevanju smo predstavili in analizirali rezultate raziskave, ki smo jih pridobili s pomočjo anketnega vprašalnika. Empirični del diplomske naloge je bil sestavljen z namenom poznavanja Sendajskega okvira med posamezniki. Poleg tega je bil namen anketnega vprašalnika posameznikom predstaviti pomembnost uvajanja Sendajskega okvira v nacionalne strateške dokumente. Rezultati so pokazali, da večina anketirancev še nikoli ni slišala za Sendajski okvir. Večina se jih strinja, da je tveganja potrebno obvladovati in z njimi upravljati. Sendajski okvir opisuje tudi implementacijo tako na nacionalni kot tudi regionalni in lokalni ravni. Anketiranci se strinjajo, da bi država morala spodbujati obvezne aktivnosti, ki bi zmanjšale tveganja nesreč in s tem sledila ciljem Sendajskega okvira.

Title:Sendai Framework and its national application
Abstract:Through the bachelor’s thesis, we studied the issues of knowledge and introduction of the Sendai Framework in national strategic documents. The Sendai Framework is a voluntary charter adopted at the Third World Conference in Japan. The framework is designed for the period from 2015 to 2030. The main purpose of this strategic document is the reduction of the risk of accidents. In the theoretical part, we first presented the Hyogo Framework Action Plan, which is the predecessor of the Sendai Framework. In more detail, we then presented the Sendai framework and its implementation in the Republic of Slovenia. In its content, the Sendai Framework describes the importance of risk management and control which is why we focused on risks below. This was followed by a description of the legislation related to natural and other disasters in the Republic of Slovenia. The theoretical part also contains the national system and national security of the Republic of Slovenia. In the following, we presented and analyzed the results of the research which were obtained using a questionnaire. The empirical part of the bachelor’s thesis was composed to know the Sendai Framework among individuals. Besides, the purpose of the survey questionnaire was to present the importance of introducing the Sendai Framework into national strategy papers to individuals. The results showed that most respondents had never heard of the Sendai Framework. Most of them agree that risks need to be contained and managed. The Sendai Framework also describes the implementation at the national, regional, and local levels. The respondents agree that the state should promote mandatory activities that would reduce the risk of accidents and, thus, follow the objectives of the Sendai Framework.
