Title:Primerjalna analiza zakonske ureditve kritične infrastrukture v Republiki Sloveniji in Republiki Hrvaški ter vpliv covida-19 na kritično infrastrukturo : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Dandanes svetu in ljudem grozi vse več nevarnosti, kot so teroristični napadi , širjenje novih smrtonosnih virusov, vpadi migrantov, gospodarske krize in podobno. V Sloveniji in na Hrvaškem je pojem kritične infrastrukture relativno nov, saj sta državi zakonsko ureditev v sodelovanju z Evropsko unijo opredelili pred komaj nekaj leti. Zato smo z diplomsko nalogo želeli prikazati, kaj je državna ključna infrastruktura, kako jo države določajo ter kakšne so možnosti in posledice ogrožanja kritične infrastrukture. Diplomska naloga obravnava zakonsko ureditev kritične infrastrukture v Republiki Sloveniji in jo primerja z ureditvijo v Republiki Hrvaški (v nadaljevanju Hrvaška). Podrobneje opredeljuje zaščito kritične infrastrukture in vse skupaj obogati s študijo aktualnega primera epidemije novega virusa SARS-CoV-2. S primerjalno analizo virov smo ugotovili, da sta si zakona v osnovi podobna, vendar pa imata nekatere člene različno opredeljene. Ugotovili smo, da ima Hrvaška zaščito kritične infrastrukture v zakonu natančneje opredeljeno, Slovenija pa ima več dodatnih dokumentov in uredb, ki vse to urejajo. S študijo do zdaj dostopnih virov podatkov o širjenju bolezni covid-19 smo delno potrdili domnevo o dovolj hitrem sprejetju ukrepov za zajezitev širjenja virusa v Republiki Sloveniji. Zanimalo nas je predvsem, kakšne ukrepe sta sprejeli Slovenija in Hrvaška, kdaj sta jih sprejeli in kakšen vpliv imajo ti ukrepi na zajezitev širjenja epidemije.

Title:Comparative analysis of critical infrastructure law regulation in the republic of slovenia and the republic of croatia and the impact of covid-19 on critical infrastructure
Abstract:Nowadays, we are witnessing an increasing number of global threats, such as terrorist attacks, the spread of new deadly viruses, the invasion of migrants, economic crises etc. In the Republic of Slovenia and the Republic of Croatia, the concept of critical infrastructure is relatively new, since the critical infrastructure was set up by law only few years ago with the help of the European Union. Therefore, we wanted to explain what the critical infrastructure is, how the countries set it up and what the possibilities are as well as what the consequences of putting critical infrastructure at risk are. In this diploma paper, we discussed the law regulations regarding the critical infrastructure in the Republic of Slovenia and compared it to the regulations in the Republic of Croatia. We defined the protection of critical infrastructure in detail and enriched it with the study of the current case of the new COVID-19 epidemic. By carrying out a comparative analysis of the sources, we concluded that both laws are similar in principle with certain acts being defined differently. We found out that the protection of critical infrastructure in the Republic of Croatia is defined more precisely, whereas the governing law in the Republic of Slovenia has several additional documents and regulations that supplement the law. By analyzing the available sources so far about the COVID-19 epidemic, we partially confirmed the hypothesis that the measures to contain the spread of the virus in the Republic of Slovenia were taken on time. We were mostly interested in which measures were taken by Slovenia and Croatia, when they were taken and what their effect on containing the spread of the pandemic was.
