Title:Pravna ureditev bolniškega staleža in analiza podatkov med leti 2014-2018

Abstract:Uvod: Odsotnost z delovnega mesta predstavlja pereč socio-ekonomski problem. Sodeč po statističnih podatkih velikost problema v Sloveniji z leti postopno narašča, kar občutijo tako delodajalci, zaposleni kot tudi država sama. V diplomskem smo predstavili pravno ureditev bolniškega staleža in analizirali statistične podatke o bolniški odsotnosti med letoma 2014 in 2018. Metode: Za dosego postavljenih ciljev smo uporabili domačo in tujo relevantno literaturo. S pomočjo deskriptivne metode smo povzeli osnove pravne ureditve bolniškega staleža. V raziskovalnem delu smo uporabili kvantitativno metodo statistične analize podatkov glede bolniške odsotnosti od leta 2014 do 2018. Rezultati: Ugotovili smo, da so mišično-skeletna obolenja najpogostejši vzrok izgubljenih koledarskih dni z delavnega mesta. Le-ta so odsotnost iz leta 2017 v leto 2018 povečala kar za slabe pol milijona dni in so letu 2018 v relativnem merilu pogosteje pred poškodbami ter zastrupitvami izven dela za kar tretjino. V primerjavi z boleznimi prebavil so kar 6-kratno pogostejše. V sklopu analize bolniškega staleža smo ugotovili, da skozi vsa vključena leta prednjači nega družinskega člana. Kot navajajo predhodne raziskave, smo tudi mi prišli do podobnih ugotovitev glede dviga bolniškega staleža. Natančneje, se je le-ta v zadnjih petih letih dvignil za 250.000 primerov. Razprava in sklep: Pričajoči podatki iz diplomskega dela potrjujejo že nekatere znane epidemiološke ugotovitve. Glede na trend naraščanja predlagamo uvedbo določenih preventivnih ukrepov s katerimi bi zmanjšali prevalenco mišično-skeletnih obolenj, prav tako pa optimizacijo javno-zdravstvenega sistema z namenom krajšanja čakalnih dob ter hitrejše rehabilitacije po bolezni oziroma poškodbi.

Title:Legal regulation of sick leave and data analysis between years 2014-2018
Abstract:Introduction: Absence from work represents a great financial burden, involving employers, employees as well as the state. There are several reasons for missing days from work, such as musculoskeletal injuries, pregnancy, cardiovascular diseases, neoplasms, respiratory sickness and so forth. The main objectives of this thesis are to present legal regulations of sick leave and data analysis from 2014 to 2018. Methods: Literature review encompasses evidence-based medical findings, comprising pertinent research papers, journals and books. In the second, research part, we used a quantitative statistical method to analyse results. Results: We found that the most common reason for labour absenteeism is musculoskeletal (MSK) conditions. From 2017 to 2018 the number of missing days due to the aforementioned factor increased by almost half a million. Side by side comparison with injuries and poisoning outside working hours reveals a 33 % increased numbers of MSK conditions. Besides, MSK illness is six times more frequent than gastrointestinal sickness. Statistical analyse also showed that family care is consistently the most common reason for the highest numbers of sick leave during the five years period time. Interestingly, in this time the number of sick leave markedly increased by 250.000 cases. Discussion and conclusion: Finally, we can confirm that our results go along with those who conducted similar epidemiological studies prior to this one. According to the trend that is happening in the last years we can conclude that we should establish efficient preventive methods to drop the rate of sickness and therefore reduce the absence from work. We should also consider the optimisation of the rehabilitation process so patients could return to work in a shorter period time.
