Title:Reševanje in preiskovanje pomorskih nesreč tovornih ladij : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Naravne in druge nesreče nenehno ogrožajo človeštvo, zaradi napredka družbe pa nesreče povzročajo čedalje večjo škodo. Ena izmed oblik, v katerih praviloma prihaja do večjih posledic, so tudi pomorske nesreče z udeležbo tovornih ladij. Čeprav je slovenska obala s 46,6 kilometra med krajšimi v Evropi, je število ladij, ki plujejo po slovenskem morju, visoko, predvsem zaradi dobro razvitega tovornega pristanišča v Kopru in dejstva, da po slovenskem morju poteka tudi plovna pot za bližnja italijanska pristanišča v Monfalconeju in Trstu. Poleg tega se število tovornih ladij, ki plujejo po slovenskem morju, vsakoletno povečuje, kar povečuje tudi možnosti za nastanek pomorskih nesreč z udeležbo tovornih ladij. Majhnost slovenskega morja in majhno število pomorskih nesreč imata lahko tudi negativne posledice, saj se zaradi majhnega števila nesreč področje zanemari, zaradi pomanjkanja izkušenj in prakse na področju reševanja nesreč pa lahko pride do neustreznega odziva na nesrečo, kar po nepotrebnem povzroči hujše posledice ob morebitni nesreči. Hujše in nepotrebne posledice lahko preprečijo ustreznost sistema za zaščito, reševanje in pomoč ter ustrezna opremljenost, usposobljenost in medsebojno sodelovanje organov zaščite, reševanja in pomoči, zadolženih za interveniranje ob hujših nesrečah tovornih ladij. Preverili smo opremljenost, usposobljenost in medsebojno sodelovanje sil za zaščito, reševanje in pomoč, ki so predvideni za reševanje pomorskih nesreč z udeležbo tovornih ladij, ter možnosti mednarodnega sodelovanja. Opravili smo tudi analizo pomorske nesreče iz leta 2017, ko je v slovenskem morju pri Debelem rtiču nasedel tanker Capodistria, ki je iz Trsta v Koper prevažal dizelsko gorivo. Ugotovili smo, da so sile za zaščito, reševanje in pomoč, zadolžene za interveniranje ob pomorskih nesrečah tovornih ladij, dobro opremljene, vendar slabo usposobljene. Medsebojno sodelovanje je dobro, vendar so še možnosti napredka, na področju mednarodnega sodelovanja pa smo ugotovili, da je področje teoretično dobro urejeno, praktične izvedbe pa zaradi pomanjkanja prakse ni bilo možno preveriti. Pri analizi pomorske nesreče z udeležbo tankerja Capodistria smo ugotovili neustrezen prvi odziv na nesrečo, v kasnejši fazi pa dobro sodelovanje sil za zaščito, reševanje in pomoč.

Title:Tackling and Investigating Maritime Accidents Involving Cargo Ships
Abstract:Natural disasters and other accidents incessantly threaten the humankind; due to the society's progress, these accidents cause increasing damage. One of the types of accidents, which normally lead to severe consequences, is maritime accidents involving cargo ships. Even though the Slovene coastline, which is 46.6 km long, is among the shortest in Europe, the number of ships travelling through Slovene waters is high, especially due to the well-developed cargo port in Koper and the waterway across Slovene waters, leading to near Italian ports in Monfalcone and Trieste. In addition, the number of cargo ships, travelling across Slovene waters, increases yearly, which may give rise to maritime accidents involving cargo ships. The size of the Slovene sea is small and the number of maritime accidents is low, which can also lead to negative consequences – due to the rarity of maritime accidents, this field can get neglected, and due to the lack of experience and practice in the field of handling accidents, one may respond to an accident incorrectly, which may lead to even more serious consequences in the event of an accident. Severe and unnecessary consequences can be prevented by the use of an appropriate protection, rescue and relief system as well as by guaranteeing appropriate equipment, training and mutual cooperation of protection, rescue and relief forces, whose task is to intervene in severe accidents of cargo ships. The paper provides a review of the equipment, training and mutual cooperation of protection, rescue and relief forces, who are said to tackle maritime accidents involving cargo ships, and studies the possibilities of international cooperation. An analysis of a maritime accident from 2017 is also conducted, studying a Capodistria tanker, transporting diesel fuel from Trieste to Koper, which ran aground in the Slovene waters near the Debeli Rtič cape. It was determined that protection, rescue and relief forces, responsible for intervening in the event of maritime accidents involving cargo ships, are well-equipped, but poorly trained. Their mutual cooperation is effective, yet there is still room for improvement. When it comes to international cooperation, it was determined that this field is well regulated in theory, but the practical implementation of such activities could not be studied due to the lack of practice. After conducting an analysis of the maritime accident involving a Capodistria tanker, an incorrect first response to the accident was determined, while later stages revealed effective cooperation of protection, rescue and relief forces.
