Title:Policijska pooblastila in tehnična sredstva za meritve v cestnem prometu za znižanje števila prometnih nesreč : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo je predstavljeno z vidika odkrivanja cestno-prometnih prekrškov, ki so najpogostejši razlogi za povzročitev prometnih nesreč z najhujšimi posledicami. Predstavlja policijska pooblastila in pravno podlago, ki je policistom na razpolago, ter tehnična sredstva, ki jih policisti potrebujejo pri nadzoru cestnega prometa. Predstavili smo tri najpogostejše vzroke, ki imajo za posledico prometne nesreče s telesnimi poškodbami. Kot primarni vzrok smo predstavili hitrost in kot sekundarni vzrok vožnjo pod vplivom alkohola ali prepovedanih drog. Predstavili smo tehnična sredstva za meritve v cestnem prometu in postopke pri ugotovitvi kršitve. Za primerjavo smo postopke, pooblastila in tehnična sredstva slovenske policije primerjali s policijami drugih evropskih držav. Z raziskavami smo v zaključnem delu ugotovili, da so tehnična sredstva slovenske policije primerljiva s policijami drugih evropskih držav in da slovenska policija po potrebi spremlja inovacije ter nadgrajuje tehnična sredstva. Prav tako smo ugotovili, da se slovenska policija uspešno spoprijema z izboljšanjem prometne varnosti na področju prometnih nesreč, saj se je število prometnih nesreč s smrtnim izidom med letoma 2010 in 2019 znižalo za 36 ter število prometnih nesreč s telesnimi poškodbami v istem času za 1.604. K temu so pripomogle preventivne in represivne akcije na področju varnosti cestnega prometa, ki jih policija dosledno izvaja. Policija bi še izboljšala uspešnost pri ugotavljanju cestno-prometnih prekrškov z uveljavitvijo sekcijskega merjenja hitrosti in sistema avtomatiziranega preverjanja registrskih tablic oziroma z optično prepoznavo registrskih tablic. Ta dva sistema bi bistveno pripomogla k še bolj učinkoviti in usmerjeni prepoznavi najhujših kršiteljev cestno-prometnih predpisov, vendar smo v diplomskem delu ugotovili, da pri uporabi omenjenih sistemov obstajajo omejitve, saj morajo biti skladni z ustavno sodno prakso.

Title:Police authorization and technical means for road traffic measurments to reduce the number of road accidents
Abstract:Thesis is presenting the view of detecting road traffic offenses, which are the most common reasons for causing road accidents with the worst consequences. It presents the police powers and legal basis given to police officers for use, as well as the technical means which police officers uses to control road traffic. We have presented the three most common causes that result in a car accident with injuries. We also presented speed as the primary cause and driving under the influence of alcohol or illicit drugs as a secondary cause of road accidents. We presented the technical means for measurements in road traffic and procedures for determining the violation. For comparison, we compared the procedures, powers and technical means of the Slovenian police with the police of other European countries. In the final part of the research, we found that the technical means of the Slovenian police are comparable to the police of other European countries and it monitors innovations and upgrades technical means as needed. We also found that the Slovenian police is successfully tackling the improvement of traffic safety in the field of traffic accidents, as the number of fatal traffic accidents decreased by 36 between 2010 and 2019 and the number of traffic accidents with bodily injuries decreased by 1,604 at the same time. Preventive and repressive actions in the field of road safety, which are consistently carrying out by the police, have contributed to this. The police would be even more successful in determining road traffic offenses by introducing sectional speed measurement and an automated system for checking license plates or optical recognition of license plates. With these two systems, the police would be even more efficient and focused in identifying the worst violators of road traffic regulations, but we found in the thesis that there are restrictions on the use of these systems, as they must be consistent with constitutional case law.
