Title:Stroški (pred)kazenskega postopka (analiza primera) : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Vsaka storitev, dobrina za svojo izvedbo, pridobitev nekaj stane. Enako velja tudi za našo državo. Za svoje delovanje potrebuje sredstva in proizvaja stroške, ki so neizogiben del procesa. V tej nalogi smo se posvetili stroškom, ki nastanejo tekom predkazenskega in kazenskega postopka. Predstavljen je celoten potek postopek, ki je povezan s stroški, od prijave na policiji do obsodbe in nastopa kazni zapora. Svojo pozornost smo usmerili v policijo, državno tožilstvo, sodišče in zavod za prestajanje kazni zapora ter predstavili smo, kje prihaja do izdatkov v posamezni inštituciji. Predstavili smo tudi nekaj na temo delovanja nevladnih organizacijah na področju kriminalitete in kako le te poskušajo pomagati žrtvam kriminala ter omenili nekaj preventivnih dejavnosti, ki jih izvajajo državni organi in že omenjene nevladne organizacije. Potem pa smo prešli na konkreten primer hujšega kaznivega dejanja iz leta 2020, ki se je zgodil na Štajerskem. S pomočjo primera smo prikazati koliko stane policijsko delo, koliko porabi tožilstvo, koliko in kdo plača sodni postopek, koliko denarja je potrebno za vzdrževanje zaprte osebe, kakšni so proračuni omenjenih državnih organov, koliko proračuna namenijo za določene stvari, koliko so plačani uslužbenci ter podobno. Tako smo predstavili celotni strošek, ki ga predstavlja (pred)kazenski postopek za točno določen primer. Analiza je pokazala, da stroški postopka presegajo stroške nastale pri manjših kaznivih dejanjih in da je učinkovitejše vlagati v preventivne dejavnosti kakor v represivne.

Title:Costs of (pre)criminal proceedings (scase analysis)
Abstract:Every service, good, costs something for it's completion. The same applies to our country. It needs to produce costs to operate, which are an inevitable part of the process. In this thesis, we focus on the costs incurred during pre-trial and criminal proceedings. It presents the entire costly process, from reporting to the police to conviction and imprisonment. We focused our attention on the police, the public prosecutor's office, the courts and the penitentiary system, and presented where the expenditure in each institution takes place. We also said something about the work of NGOs in the field of crime and how they try to help victims of crime, and mentioned some of the preventive activities carried out by state authorities and the NGOs mentioned above. We then moved on to a specific example of a serious crime in 2020, which took place in Styria. We have showen how much police work costs, how much the prosecutor's office spends, how much and who pays for the court proceedings, how much money is needed to keep a person in prison, what are the budgets of these state bodies, how much are they budgeting for certain things, how much are the staff paid, and so on, using an example. This is how we have presented the total cost of the (pre-)criminal procedure for a specific case. The analysis shows that the costs of the process exceed those of minor offences and that it is more efficient to invest in preventive rather than repressive activities.
