Title:Vzroki pregrevanja gospodarstev in protiukrepi ekonomske politike

Abstract:V diplomskem delu opisujemo vzroke za nastale finančne krize skozi zgodovino, povezanost gospodarskih in finančnih ciklov, kako jih definiramo, ter grafično prikažemo. Zadnja finančna kriza, katera se je začela s padcem investicijske banke Lehman Brothers 2007, je razkrila številne pomanjkljivosti v regulaciji tako investicijskih kot poslovnih bank. S tem namenom se je na evropski ravni vzpostavila nova oblika nadzora, to je makrobonitetni nadzor. V našem delu opišemo orodja makrobonitetne politike in njihovo delovanje za posamezne dejavnike bančnega sistema. Preverimo povezanost med makrobonitetno politiko ter monetarno, kako se dopolnjujeta in izključujeta. Pri postavljanju novih nadzornih orodij bodisi raznih blažilnikov ali omejitev, je izrednega pomena poznavanje tako poslovnih, kot tudi finančnih ciklov, katerih gibanje nam pove kakšne bodo razmere v prihodnje, zato jih podrobneje definiramo. Preučimo katere protiukrepe je sprejela Banka Slovenije, ter ali so pričakovanja glede učinkov bila uresničena. Za to uporabimo razne prej določene kazalnike.

Title:Cause for overheating economies and countermeauseres of economic policies
Abstract:This thesis describes causes of many financial crises thru the recent history, their connection with financial an buisness cycles. It defines each cycle individually and shows how to graphically show them. The last financial crisis which started with the fall of one of the biggest investment banks Lehman brothers unveiled a lot of weaknesses in the regulatory systems of commercial and investment banks. So the European Union decided that a new type of regulation is needed macroprudential regulation. In this thesis we describe macroprudental tools, how are they used and which tool taregts which area of the banking system. In order to set the right tool at the right time the full understanding of financial and business cycles is very important. Does the new macroprodetual policy compliment monetary policy or do they clash? We take a closer look at the relationship of both regulatory policys. Which macroprudential tools did the Slovenian central bank use to medigate the risks and to keep the overheating of the economy under control, and how succesful were the new tools is described in this thesis.
