Title:Varnostno samoorganiziranje prebivalcev : študija primera Guardian Angels in Neighbourhood Watch

Abstract:Nezaupanje in nezadovoljstvo nad načinom izvajanjem policijskega dela vodi skupnost v samoorganiziranje. Lahko pa se skupnost odzove tudi drugače, kadar pričakovanja skupnosti niso dosežena in potrebe ostanejo nezadoščene. Govorimo o vigilanitzmu. Razlika med samoorganiziranostjo in vigilantizmom je predvsem ta, da o vigilantizmu govorimo, kadar človeka oziroma skupino ljudi vodi lastna presoja o storjenem dejanju, bodisi napačno bodisi pravilno, kar lahko vodi tudi v uporabo nezakonitih metod. Samoorganizirane skupine pa so že pogost pojav v kontekstu policijskega dela v skupnosti, kar pomeni, da si prizadevajo predvsem za zaščito skupnosti in ne delujejo na nezakonit način. Cilj je bilo ugotoviti ali geografska lega vpliva na način kako skupnost in policija dojema samoorganizirane skupine. V Ameriki je prisotnost rasne nestrpnosti še vedno del vsakdana in bolj v ospredju v primerjavi z Evropo. Skozi teoretični del in prebrane raziskave smo ugotovili, da so mnenja policijske skupnosti in prebivalcev do samoorganiziranih skupin razdvojena. Večinsko jih podpirajo, so pa predvsem v Združenih državah Amerike še vedno skeptični do organizacij, ki jih sestavljajo etnične manjšine. Sama uspešnost organizacij na dolgi rok ni zabeležena v nobenem primeru. Dokazano je, da lahko morebiti pripomorejo k zmanjševanju priložnosti za storitev kaznivega dejanja s svojo prisotnostjo in patruljami, ni pa bistvene povezave med delovanjem samoorganiziranih skupin in zmanjšanju kriminala na patruljnem območju. Bistvenega pomena je vzpostavitev, gradnja in kasneje tudi ohranjanje odnosov med policijo in skupnostjo. Policija je tista, ki mora ugotoviti in oceniti potrebe skupnosti ter stremeti k temu, da jih zadosti, saj to vodi v večje zaupanje s strani skupnosti.

Title:Citizen Self-protection: Case Study of Guardian Angels and Neighbourhood Watch
Abstract:Distrust and dissatisfaction with the way the police work is carried out, leads the community to self-organization. However, the community may also respond differently when community expectations are not met and their needs remain unmet. We are talking about vigilantism. The difference between citizen self-protection and vigilantism is that we talk about vigilantism when a person or a group of people is guided by their own judgment about the committed act, either wrongly or correctly, which can also lead to the use of illegal methods. Citizen self-protection groups, however, are already a common occurrence in community policing, which means that they seek primarily to protect the community and they do not act in an illegal manner. The aim was to determine whether geographical location influences the way the community and the police perceive citizen self-protection groups. In America, the presence of racial intolerance is still a part of everyday life and more at the forefront compared to Europe. Through the theoretical part and previous research, we have found that the opinions of the police and the community towards self-protection groups are divided. They are largely supported, but some are still skeptical of the organization, which includes ethnical minorities, especially in the USA. The performance of organizations in the long run is not recorded in any case. It has been shown that they can potentially help reduce opportunities for crime by their presence and patrols, but there is no significant correlation between the activity of self-protection groups and the reduction of crime in the patrol area. It is essential to establish, build and later also maintain police-community relations. It is the police who must identify and assess the needs of the community and strive to meet them as this leads to greater trust on the part of the community.
