Title:Uporaba ukrepov varnostnikov in število napadov na varnostno osebje med pandemijo COVID-19 : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Leta 2019 so bili na Kitajskem, natančneje v Vuhanu, opaženi prvi znaki nalezljive bolezni COVID-19. Slovenija je bila s prvo okužbo soočena marca 2020, od takrat naprej pa so se okužbe stopnjevale. Tako kot so okužbe naraščale, so se zaostrovali tudi ukrepi za preprečevanje okužb in zajezitev bolezni, hkrati pa tudi stres, strah in ostali negativni občutki, ki so jih ljudje čutili ob pandemiji nalezljive bolezni. Življenje se je spremenilo na vseh področjih in občutno se je spremenilo tudi delo varnostnikov. Zaradi številnih sprememb v zakonodaji in množičnega sprejemanja odlokov ter posledičnih sprememb veljavnih ukrepov so se morali hitro prilagajati in prevzemati številne naloge, ki jih v prejšnjih letih niso opravljali. Naloge, ki so bile prvič opravljane v letu 2020, so preverjanje obveznega nošenja mask, omejevanje števila ljudi v trgovinah in razkuževanje predmetov ter na splošno skrb za upoštevanje ukrepov za zajezitev nalezljive bolezni. V splošni javnosti so se pogosto pojavljala nestrinjanja s sprejetimi ukrepi, kar se je odražalo na povečanem številu napadov in prenašanju negativnih čustev na varnostno osebje. V zaključnem delu je opredeljena zakonodaja, povezana z zasebnim varovanjem, in zakonodaja, povezana z ukrepi za zajezitev nalezljive bolezni. Opredeljena je tudi problematika sprememb duševnega zdravja zaradi pandemije COVID-19. Opisana so dodatna oziroma nova dela varnostnega osebja ter z njimi povezani odloki. V empiričnem delu je bila opravljena raziskava o uporabi ukrepov varnostnikov in številu napadov na varnostnike. S pomočjo anketnega vprašalnika in evidence o uporabljenih ukrepih varnostnikov je bilo ugotovljeno, da se je v letu 2020 uporabilo več neevidentiranih ukrepov, a manj evidentiranih ukrepov ter da so bili napadi na varnostno osebje pogostejši kot v prejšnjih letih.

Title:Use of security measures and the count of attacks on security personnel during the pandemic of COVID-19
Abstract:In the year of 2019 in China, more precisely in Wuhan, first signs of a contagious disease were spotted. In Slovenia, we have been confronted with the same disease named COVID-19 in March of 2020. As fast as the disease has spread, so did the legislation change, the measures to slow down the spread have adapted and the negative feelings as fear and stress spread among people. Life has changed in every aspect possible, and so did the work for security guards. Because of the many changes in the legislation and many new acts that changed the measures for deceleration of the spread, security guards had to adapt quickly and carry out new security tasks, which they did not have to do before the pandemic. The new security tasks consisted of checking for safety facemasks, counting and limiting people in stores and other tasks to prevent the spread of the disease. Because of the new tasks and many limitations, people often attacked security personnel. Some did not tolerate the new legislation and others just projected negative feelings because of the fear and the stress despite the fact that they knew, they did nothing wrong. The dissertation consists of interpretation of the legislation about private security and the interpretation of legislation related to the safety measures for deceleration of the spread of the contiguous disease. It also consist on the changes on mental health during the pandemic of COVID-19. There are explanations of the new security tasks that the security personnel had to adapt and the legislation related to them. A research about the use of security measures and the count of attacks on security personnel during the pandemic of COVID-19 has been made in the empiric part. Using a survey and a report about the use of security measures it was found out that in the year of 2020 there were more unrecorded security measures used, but less of the recorded security measures. It was also found out that there were more attacks on the security personnel than in the years before the pandemic.
