Title:Dejavniki zaviranja in spodbujanja korupcije v slovenskih bolnišnicah

Abstract:Korupcija je pereč problem današnje družbe in boj proti njej dobiva v družbi vse večji pomen. Ko govorimo o korupciji v zdravstvu, lahko le-ta prinaša slabšo in nepravočasno obravnavo pacienta, kar pa ima lahko usodne posledice. V uvodnem delu naloge smo predstavili, kaj je korupcija, kako jo merimo, katere tipe korupcije poznamo in kakšne posledice prinaša. Potem smo se osredotočili na dejavnike spodbujanja in zaviranja korupcije, jih predstavili in pojasnili, kako vplivajo na korupcijo. V nadaljevanju smo predstavili zdravstvene zavode in z regresijsko analizo ugotovili, da so javni izdatki za zdravstveno varstvo in število točk na indeksu korupcije v Sloveniji zmerno negativno povezana. Tako sklepamo, da višji izdatki ne prinašajo boljšega rezultata na lestvici indeksa korupcije. Pri preverbi z regresijsko analizo vseh članic Evropske unije za leto 2018 smo ugotovili zmerno pozitivno povezavo. Nato smo predstavili še vlogo računovodje v korupciji v zdravstvu. V zadnjem delu naloge smo analizirali dobljene rezultate ankete in tako prišli do zanimivih rezultatov. Tako so čakalne vrste, politična kadrovanja, javna naročila, zunanji viri financiranja, prepletanje javnega in zasebnega zdravstva in zunanje sponzoriranje izobraževanj, dejavniki, ki najbolj spodbujajo korupcijo v slovenskih bolnišnicah. Na drugi strani žvižgači, objave v medijih, etični kodeksi, interni pravilniki v bolnišnicah in objave mnenj Komisije za preprečevanje korupcije najbolj zavirajo korupcijo. Zlasti so za korupcijo v slovenskih bolnišnicah odgovorni in vpleteni politiki industrija (farmacevtska) in vodstvo bolnišnic, najmanj pa pacienti, medtem ko so računovodje nekje na sredini. Glede na dobljene rezultate sklepamo, da spol in starost ne vplivata na stopnjo korupcijo, saj smo z analizo potrdili, da ni statističnih razlik med spoloma in starostnimi skupinami.

Title:The obstructing and stimulating factors of corruption in slovenian hospital
Abstract:Corruption is a pressing issue of today’s society ant the fight against it is becoming increasingly important in society. When we are talking about corruption in healthcare, this can bring about poorer and untimely treatment of patients, which can have fatal consequences. In the introductory part of the thesis, we presented corruption, how we measure it, what types of corruption we know and which consequences it causes. We then focused on the factors that stimulate and obstruct corruption, presented them and their influence on corruption. In continuation, we presented healthcare institutions and used a regression analysis to find out that the public expenditure on healthcare and the number of points on the corruption index in Slovenia are moderately negatively correlated. Based on this, we conclude that higher expenditure does not bring about a better result on the scale of the corruption index. But when we used a regression analysis to check on all European Union member for the year 2018, we found a moderately positive correlation. We then presented the role of the accountant in corruption in healthcare. In the final part of the thesis, we analysed the obtained results of the survey and thus came to interesting results. Waiting lines, political recruitment, public contracts, external sources of financing, entanglement of public and private healthcare and external sponsoring of training are those factors that mostly stimulate corruption in Slovenian hospitals. On the other hand, whistle-blowers, media publications, ethical codes and internal regulations in hospitals and the publication of opinions of the Commission for the prevention of corruption mostly obstruct corruption. The most responsible and entangled with corruption in Slovenian hospitals are politicians, the industry (pharmaceutical) and the hospital management and the least responsible for corruption are patients, while accountants are somewhere in the middle. Considering the obtained results, we conclude that gender and age do not affect the level of corruption, which we proved with an analysis and found no statistical differences between gender and age groups.
