Title:Mednarodni standardi na jedrskem področju : pregled največjih jedrskih nesreč in kaj smo se iz njih naučili

Abstract:Jedrska varnost je kompleksen pojem, ki predstavlja varnostni izziv po celem svetu. V javnosti je dobil pojem največjo pozornost ob pojavu jedrskih nesreč. V zgodovini je bilo teh kar nekaj in nekatere so pustile negativen pečat, o katerem je govora tudi danes. Najbolj odmevne jedrske nesreče so se zgodile v Černobilu, Fukušimi-Daiči in na Otoku treh milj. Poleg tega, da so jedrske nesreče pripomogle k temu, da ima jedrska energija negativen prizvok, pa se je zaradi njih izboljševala jedrska varnost. Proces zagotavljanja varnosti na jedrskem področju se nenehno nadgrajuje in predstavlja ključni element zaradi katerega se države po svetu povezujejo in usklajujejo svojo zakonodajo z mednarodnimi standardi. Mednarodni standardi predstavljajo rdečo nit na jedrskem področju in z njimi je usklajena tudi zakonodaja Republike Slovenije. Slovenija uspešno sledi mednarodnim smernicam in zagotavlja vse potrebno za uspešno zagotavljanje jedrske varnosti. To vključuje tudi mednarodne konvencije na področju jedrske varnosti. Podpisnice teh konvencij so tudi večinoma vse države članice EU. Ena izmed pomembnejših je Konvencija o jedrski varnosti, ki zajema področje varnosti jedrskih elektrarn. Glavne organizacije, ki zagotavljajo mednarodne standarde in zakonodajo na jedrskem področju so MAAE (Mednarodna agencija za atomsko energijo), EURATOM (Evropska skupnost za atomsko energijo) in NEA (Agencija za jedrsko energijo). Povpraševanje po jedrski energiji v svetu narašča, zato se bo proizvajanje jedrske energije v prihodnosti še povečalo. Jedrska varnost bo dobila tako še večji pomen, strokovnjaki na tem področju in mednarodne organizacije pa bodo podvržene novim izzivom zagotavljanja le-te.

Title:International standards in the nuclear field: overview of the largest nuclear accidents and what we learned from them
Abstract:The nuclear safety represents a complex concept that is present all over the world. The term gained most public attention with the occurrence of nuclear accidents. Throughout history many accidents of nuclear type have happened, some leaving a negative mark which is also the topic today. The most famous nuclear accidents took place in Chernobyl, Fukushima-Daiichi and on the Three MIle Island. Nuclear accidents have contributed to their negative connotation but because of them nuclear safety started to improve. The process of providing security in the nuclear field is constantly upgraded and is a key element which brings together countries, harmonizing their legislation with international standards. International standards represent the red thread in the nuclear field and is also harmonized with Slovenian legislation. Slovenia is successfully following international guidelines and is providing everything to ensure nuclear safety. This also includes signing international conventions in the nuclear safety field. The signees of these conventions are mostly members of EU. One of the most important conventions is the Nuclear Safety Convention which covers the area of nuclear plants. Main organizations that provide international standards and legislation in the nuclear field are IAEA (International Atomic Energy Agency), EURATOM (European Atomic Energy Community) and NEA (Nuclear Energy Agency).The demand for nuclear energy is rising all over the world, which is why the production of nuclear energy will only increase in the future. Nuclear safety will gain greater meaning, while experts and international organizations in this area will be subject to new challenges in providing it.
