Title:Obrambni štab kot možnost integracije obveščevalnih procesov na obrambnem področju Republike Slovenije : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Diplomsko delo predstavlja analizo obveščevalnih procesov na področju obrambe v Republiki Sloveniji in v nekaterih drugih državah ter nudi pogled v prihodnost z uvedbo obrambnega štaba. Zaradi vse večjega pojava neklasičnih in prepletajočih se groženj se države odločajo tudi za združevanje procesov na najvišji obrambno strateški ravni z namenom boljše pripravljenosti na grožnje. Ena od teh rešitev so obrambni štabi, ki pomenijo združevanje vojaških in civilnih procesov za hitrejše, učinkovitejše in natančnejše doseganje zastavljenih nacionalnih ciljev. Predvsem se združevanje pozna pri obveščevalni dejavnosti, ki je ključnega pomena za prepoznavanje novodobnih groženj in hitrega obveščanja odločevalcev. Tako bi bilo dobro tudi v Republiki Sloveniji stremeti k temu, da se začnejo obveščevalni in drugi procesi iz civilnega in vojaškega spektra združevati in tako poskrbeti, da se odpravi nepotrebno podvajanje in da se združi najkakovostnejši kader iz civilne in vojaške sfere. Tako bi se ustvaril trden, profesionalen in zanesljiv kolektiv. S tem bi bila tudi podpora odločanju na obrambnem področju celovitejša. V Republiki Sloveniji lahko prepoznamo rešitev v spremembi Zakona o obrambi in v reorganizaciji obrambnih sil z možnostjo vzpostavitve obrambnega štaba. V vsakem primeru so spremembe nujne, saj se države vsakodnevno srečujejo z novimi grožnjami, pri katerih se nikoli ne ve, kaj pričakovati, zato morajo biti države pripravljene na vse.

Title:Defence staff as a possibility of integration of intelligence processes in the defence area of the Republic of Slovenia
Abstract:This paper analyses intelligence processes in the field of defence in the Republic of Slovenia and some other states, thus providing an insight into the future by discussing the possibility to set up defence staff. Due to the increasing number of unusual and related threats, states decide to integrate processes on the highest defence and strategic levels, in order to respond to threats more effectively. One of these solutions is defence staff, combining military and civilian processes to fulfil the set national goals faster, more effectively and more meticulously. This integration is particularly important in the field of intelligence, which is crucial for recognizing modern threats and informing decision-makers in a timely manner. ¸ In the Republic of Slovenia, we should strive to achieve the integration of intelligence and other civilian and military processes, thus preventing situations in which two people take on the same obligations, uniting the most effective staff from the civilian and military fields and consequently creating a strong, professional and reliable team. In doing so, we would also ensure a more comprehensive support to decision-makers in the field of defence. A solution to this predicament was identified – amending the Defence Act of the Republic of Slovenia and reorganizing defence forces, while allowing the possibility of setting up defence staff. Changes are required in any case, as states are faced with threats on a daily basis – they never know what to expect so they have to be prepared for anything.
