Title:Analiza kriznega upravljanja migrantske krize Republike Slovenije od leta 2015 do leta 2021 : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Dogodki na Bližnjem vzhodu v letu 2011 in pozneje so povzročili migrantsko krizo oz. množičen prihod migrantov na ozemlje Evropske unije. Ena izmed poti, ki so jo uporabljali migranti, je vodila tudi skozi Slovenijo, ki je morala ta prihod obvladovati. Cilj diplomskega dela je bil ugotoviti, kako je potekalo krizno upravljanje v Sloveniji od leta 2015 do leta 2021, na katerih področjih je bila uspešna in na katerih so se pokazale potrebe za izboljšave ter nekatere elemente kriznega upravljanja, kot so vloga akterjev kriznega upravljanja, odločitvene situacije in preventivna dejanja. Ugotovili smo, da je v letu 2021 Slovenija bolje pripravljena na obvladovanje migrantske krize kot leta 2015. Sprejetih je bilo več pravnih aktov, ključni akterji kriznega upravljanja, kot sta vojska in policija, so dobili nova pooblastila in opremo, postavljene pa so bile tudi tehnične ovire na meji. Sodelovanje z Avstrijo in Hrvaško v splošnem ni bilo konstruktivno in transparentno, saj so države v času največjih migracijskih pritiskov najprej poskrbele zase. Negativen vpliv na obvladovanje krize se je pokazal v kadrovski podhranjenosti ključnih akterjev kriznega upravljanja, še posebej v policiji in vosjki. Zaradi počasnega ukrepanja EU v času najštevilčnejših prehodov meje se je bila Slovenija primorana znajti »po svoje«, pri čemer se je slovenski državni vrh odzval relativno dobro. Kljub temu pa smo ugotovili pozitiven vpliv EU pri obvladovanju krize v Sloveniji zaradi njenega mehanizma Civilne zaščite, finančnih sredstev ter olajšanega sodelovanja z ostalimi državami članicami.

Title:Analysis of the slovenian crisis management of the migrant crisis from 2015 to 2021
Abstract:The events that took place in the Middle east in 2011 and later caused a migrant crisis and a massive influx of migrants in the European union in which they entered through several routes. One of the routes crossed the country of Slovenia, which had to manage the arrivals. The goal of this thesis is describe the crisis management of the migration crisis in Slovenia from 2015 to 2021, where it was successful and where not and some crisis management elements such as the roles of crisis management actors, decision making situations and preventive acts. We discovered that in 2021 Slovenia is better prepared to deal with the migrant crisis than in 2015. New legislation was adopted, key crisis management actors, such as the military and police were given new authorisations and equipment, technical obstructions were also placed. There was a lack of constructive and transparent cooperation with Austria and Croatia because they focused on their own crisis management during the peak numbers of new migrants. The lack of staff negatively affected key crisis management actors, especially in police and the military. EU reacted too slow during the peak numbers of new migrants which forced Slovenia to rely on itself and find its own ways of dealing with the crisis. This resulted in a relatively good crisis management by Slovenian authorities. Despite that a positive EU influence on Slovenian crisis management was discovered in the form of the EU civil protection mechanism, financial aid and a more effective communication among member states.
