Title:Upravičenost razdelitve občine Ormož leta 2007 na tri občine

Abstract:Po osamosvojitvi in sprejetju nove ustave leta 1991 smo v Sloveniji leta 1994 dobili sodobno lokalno samoupravo, ustanovljenih je bilo 147 občin. V nadaljnjih letih se je število občin iz leta v leto povečevalo vse do leta 2011, ko sta nastali 209. in 210. občina. Med vsemi temi občinami je veliko takih, ki niso sposobne izvajati niti z zakonom določenih nalog; manjka jim izkušenega kadra in sredstev za izvajanje ciljev, ki bi dvignil življenjski standard ljudi ter omogočal razvoj regije in države kot celote. Leta 2006 sta v Podravju nastali Občina Sveti Tomaž in Občina Središče ob Dravi, ki sta se odcepili od Občine Ormož. V praktičnem delu magistrske naloge smo raziskovali, ali je bila razdelitev občin upravičena. Prišli smo do sklepa, da z razdelitvijo občin nastajajo novi stroški, ki so povezani z delovanjem občin, ter da sama razdrobljenost občin v Sloveniji zavira razvoj regij, kjer bi bilo smiselno uvesti pokrajine, s katerimi bi prišlo do boljšega pregleda porabe denarja, ki prihaja v proračun iz naslova dohodnine in drugih virov.

Title:Justification of the 2007 division of the municipality of ormoz into three municipalities
Abstract:After becoming independent and adopting a new constitution in 1991, Slovenia gained modern local self-government in 1994, when 147 municipalities were established. In the years that followed, the number of municipalities increased year by year until 2011, when the 209th. and 210th. municipalities were created. Among all these municipalities, there are many that are not even able to carry out their statutory tasks, and lack the experienced staff and resources to implement objectives that would raise people's living standards and enable the development of the region and the country as a whole. In 2006, the Municipality of Sveti Tomaž and the Municipality of Središče ob Dravi were created in the Podravje region and separated from the Municipality of Ormož. In the practical part of the thesis, we investigated whether or not the division of municipalities was justified. We have come to the conclusion that the division of municipalities creates new costs related to the functioning of municipalities and the fragmentation of municipalities in Slovenia hinders the development of regions, where it would make sense to introduce provinces, so there would be better control on how the money is coming into the budget from income tax and other sources.
