Abstract:Diplomsko delo se ukvarja z razumevanjem zmogljivosti terorističnih organizacij, grožnjami z jedrskim orožjem in posledicami jedrskega terorizma za svet. Jedrski terorizem preži na celotno svetovno družbo. Mednarodne organizacije in številni politiki so označili jedrski terorizem kot najresnejšo grožnjo svetovni varnosti. Jedrska tehnologija je stara že skoraj 80 let in je široko porazdeljena pri tehnološkem razvoju. Preprosto fisijsko jedrsko orožje lahko izdela vsaka znanstveno-tehnološko razvita država v doglednem času. Lahko razumemo logiko jedrskih držav, po kateri je njihov glavni cilj ohranitev prebivalstva in infrastrukture pred uničenjem, kar pa jim onemogoča začetek jedrske vojne. Terorističnim organizacijam je na drugi strani glavni interes širjenje terorja in panike z namenom uničevanja. V svetu, ki ga poznamo, lahko teroristi pridejo do informacij in različnih materialov, potrebnih za izdelavo jedrskega orožja, preko ilegalnega trga. Po hladni vojni so se zaradi nenadzorovanega trga povečale možnosti terorističnih organizacij pri pridobitvi jedrskega materiala in orožja. Danes je javno objavljenih nekaj več kot tisoč primerov izgube in kraje jedrskega orožja in materiala, številke neodkritih primerov pa so precej višje. Malo verjetno je, da bi teroristi postali finančno in tehnološko tako močni, da bi sami izdelali jedrsko orožje, saj je ta sposobnost večinoma v rokah državnih akterjev. Večjo verjetnost predstavlja uporaba radioaktivnih materialov in uporabljenih jedrskih odpadkov, s katerimi bi izdelali umazano bombo, katere moči ne smemo podcenjevati. Zaradi tehnološkega napredka se vsakodnevno razvija kibernetska kriminaliteta in s tem se je razvila naprednejša oblika terorizma – kibernetski terorizem, ki predstavlja resno grožnjo sodobni informacijski družbi. Kibernetske napade lahko v prihodnosti pričakujemo kot pogostejše in bolj verjetne kot fizične napade.

Title:Nuclear terrorism
Abstract:The thesis deals with understanding the capabilities of terrorist organisations, threats with nuclear weapons and the global consequences of nuclear terrorism. Nuclear terrorism threatens the entire global society. International organisations and many politicians have identified nuclear terrorism as the most serious threat to global security. Nuclear technology is almost 80 years old and has been widely distributed. Any scientifically and technologically developed country could produce a simple fission nuclear weapon in the foreseeable future. We can understand the logic of nuclear powers that say their main goal is to preserve the population and infrastructure from destruction, which prevents them from starting a nuclear war. The main interest of terrorist organisations, on the other hand, is to spread terror and panic with the aim of destruction. In the world we know, terrorists can obtain the information and various materials needed for the construction of nuclear weapons through the black market. After the Cold War, the uncontrolled market increased the opportunities for terrorist organisations to obtain nuclear materials and weapons. There are currently just over one thousand publicly known cases of lost and stolen nuclear weapons, and the number of undetected cases is doubtlessly much higher. It is unlikely that terrorists would become financially and technologically strong enough to produce nuclear weapons themselves, as this capability is largely in the hands of state actors. The greater probability is the use of radioactive materials and nuclear waste to create a dirty bomb, the power of which should not be underestimated. Due to technological progress, cybercrime is developing every day, and with this, a more advanced form of terrorism has developed - cyberterrorism, which poses a serious threat to the modern information society. We can expect more frequent cyber-attacks in the future, and these have a higher probability than physical attacks.
