Title:	Ukrepi za spodbujanje podjetništva med mladimi

Abstract:	Vključujoče podjetništvo prispeva k ustvarjanju delovnih mest, boju proti socialni in finančni izključenosti ranljivih skupin in spodbuja gospodarsko rast v celotnem gospodarstvu. Ena izmed najranljivejših skupin so tudi mladi, ki se soočajo z različnimi izzivi in ovirami ob vstopu na podjetniško pot, zato so različni instrumenti za krepitev motivacije za podjetništvo, razvijanje podjetniških spretnosti, izboljšanje dostopa do financiranja, širjenje mrež ter zagotavljanje spodbud in podpore z regulativnimi instrumenti, ključnega pomena. V teoretičnemu delu diplomskega dela smo opredelili vključujoče podjetništvo, predstavili ranljive skupine, razložili pomen in vlogo vključujočega podjetništva za družbo in gospodarstvo ter naredili pregled politik, ki spodbujajo podjetništvo ranljivih skupin od leta 2016 naprej. V nadaljevanju smo se osredotočili na podjetništvo mladih. Predstavili smo značilnosti mladih podjetnikov, izzive in ovire s katerimi se soočajo, opisali stanje podjetništva mladih v Sloveniji in Evropi na osnovi podatkov Globalnega podjetniškega monitorja ter pripravili pregled ukrepov, instrumentov in programov, ki so namenjeni pomoči mladim pri vključevanju v podjetništvo. V aplikativnem delu smo z orodjem za »boljšo podjetniško politiko« (angl. Better Entrepreneurship Policy Tool), ki ga je razvila organizacija OECD skupaj z Evropsko komisijo, ugotavljali kako nacionalni eksperti samoocenjujejo podporo mladih v podjetništvu. Rezultati so pokazali, da so po mnenju ekspertov, v Sloveniji na voljo kakovostni programi in politike, ki finančno in vsebinsko podpirajo mlade podjetnike ter jim omogočijo lažji vstop na podjetniško pot. pri čemer pa ostaja še zmeraj veliko prostora za izboljšave, ki bi pripomogle h krepitvi zavedanja pomena podjetništva med mladimi.

Title:	Measures to encourage youth entrepreneurship
Abstract:	Inclusive entrepreneurship contributes to job creation, combats social and financial exclusion of vulnerable groups and stimulates economic growth across the economy. Young people are also one of the most vulnerable groups, facing various challenges and barriers to entrepreneurship, and different instruments to strengthen motivation to become an entrepreneur, develop entrepreneurial skills, improve access to finance, expand networks and provide incentives and support through regulatory instruments are crucial. In the theoretical part of the thesis, we define inclusive entrepreneurship, introduce vulnerable groups, explain the importance and role of inclusive entrepreneurship for society and the economy, and provide an overview of policies promoting entrepreneurship of vulnerable groups as of 2016. Next, we focus on youth entrepreneurship. We presented the characteristics of young entrepreneurs, the challenges and obstacles they face, described the state of youth entrepreneurship in Slovenia and Europe based on data from the Global Entrepreneurship Monitor, and provided an overview of measures, instruments and programmes aimed at helping young people to engage in entrepreneurship. In the applied part, we used the Better Entrepreneurship Policy Tool, developed by the OECD together with the European Commission, to find out how national experts self-assess support for youth entrepreneurship. The results showed that experts believe that Slovenia has good quality programmes and policies in place to support young entrepreneurs financially and substantively and to facilitate their entry into entrepreneurship, but that there is still room for improvement to help raise awareness of the importance of entrepreneurship among young people.
