Title:Razvoj ocene teroristične ogroženosti Republike Slovenije : diplomsko delo visokošolskega študijskega programa Informacijska varnost

Abstract:Diplomsko delo preučuje razvoj ocene teroristične ogroženosti Republike Slovenije. Slovenija vse od leta 2005 izdeluje periodične ocene teroristične ogroženosti. Ocene so izdelane in izdane na podlagi petstopenjskega modela. To pomeni, da se lahko stopnja teroristične ogroženosti giba od zelo nizke (1) pa do zelo visoke (5). Za izdelavo teh ocen je zadolžena Medresorska delovna skupina za protiterorizem. Glavna naloga te skupine, je priprava poročil in ocen teroristične ogroženosti Republike Slovenije. Vse pretekle izdane stopnje teroristične ogroženosti v Sloveniji so bile nizke. Slovenska obveščevalno- varnostna agencija v zadnjih letih poroča, da ni bilo zaznanih morebitnih groženj ali načrtovanja terorističnih napadov na slovenske interese doma in po svetu. Ocene teroristične ogroženosti pa niso namenjene samo za zagotavljanje potrebnih informacij pristojnim državnim organom, temveč tudi splošni javnosti. Večina evropskih držav danes uporablja izdelavo tovrstnih ocen. Uporabljeni modeli, število stopenj ogroženosti, verjetnosti jezik in uporabljeni kriteriji za določitev stopnje ogroženosti se med državami razlikujejo. Pri analizi primerjave med izbranimi državami so se pokazale tudi nekatere podobnosti pri uporabljenih metodologijah in službah, ki so zadolžene za izdelavo teh ocen. Splošno gledano se je izdelava periodičnih ocen teroristične ogroženosti izkazala kot smiselna. Republika Slovenija ima glede na zbrana dejstva v veljavi ustrezen model za izdelavo ocene teroristične ogroženosti. Pri izdelavi omenjenih ocen se priporoča predvsem načelo preprostosti in prilagodljivosti. Prav tako je priporočena uporaba enotne obveščevalno-varnostne terminologije, kot tudi uporaba enotnega standarda verjetnostnega jezika z določenimi procentualnimi vrednostmi.

Title:Development of terrorism threat assessment in Slovenia
Abstract:The bachelor’s thesis examines the development of the terrorist threat assessment in the Republic of Slovenia. Since 2005, Slovenia has been making periodic terrorist threat assessments. These assessments are produced and issued based on a five-level model. This means that the level of terrorist threat can range from very low (1) to very high (5). The Inter-Ministerial Working Group for Counterterrorism is in charge of preparing these assessments. Its main task is to prepare reports and assessments of the threat posed by terrorism to the Republic of Slovenia. All previously issued terrorist threat levels in Slovenia were low. In recent years, the Slovenian Intelligence and Security Agency reported that no potential threats or planning of terrorist attacks against Slovenian interests at home or abroad had been detected. Terrorist threat assessments serve not only to provide the necessary information to the competent governmental authority but also the general public so that the latter is informed about the threat posed by terrorism in a certain country. Today, most European countries make such threat assessments. The models used (the number of threat levels, the language of probability, and the criteria used to determine the threat level) differ between countries. In the comparative analysis between the selected countries, some similarities were found in the used methodologies and the services in charge of making these assessments. In general, making periodic terrorist threat assessments proved to be meaningful. Based on the collected facts, the Republic of Slovenia has an appropriate model in use for making terrorist threat assessments. In the process of creating these assessments, the principle of simplicity and flexibility is recommended. It is also recommended to use uniform intelligence and security terminology, as well as uniform probabilistic language with defined percentage values.
