Abstract:	Cilj magistrskega dela je obravnavati temo razvoja kulturnega in izobraževalnega programa v Podgorici skozi razvoj pomembne topografske enote – gričevja v strogem središču mesta. Teme ni mogoče umestiti v določeni časovni okvir, ker se v njem izgubi. Vizija razvoja središča črnogorske prestolnice je bila rezultat kakovostnega premisleka in prepoznavnosti prostora, prekinila pa jo je hitrost razvoja prehoda, burne zgodovine in pohlepa. Ideja, na kateri temelji magistrsko delo, nima bližnje prihodnosti, ima pa močno preteklost in zgodovino. Težišče dela je na ponovnem povezovanju in oživljanju območja skozi deficitarne programe. Predmet raziskave je lokacija stadiona »Budućnosti« ob vznožju Gorice. Projekt Kulturno-izobraževalni center predstavlja odgovor in nadaljevanje izohips hribovja, obstoječih grajenih objektov in programa v neposredni okolici. Vzpostavitev prostorskih vizij, zelenih pasov in poti za pešce povezuje središče mesta z njegovim najpomembnejšim naravnogeografskim elementom, zelenim gričem in največjim mestnim parkom. Projekt je zasnovan kot mreža, skozi katero prehajajo obiskovalci kot filter kulture na vseh ravneh. Ključni poudarek je na kulturnem razvoju prebivalcev, ki naj bo brez ovir, pregleden in enako dostopen vsem, pričakuje pa se, da bo postal sestavni del njihovega »sprehoda« in potovanja skozi mesto. Delo predstavlja iskanje drobcev utopije in poskus njihove umestitve v okvire in potrebe sedanjosti. To iskanje je politično in kulturno dejanje, osvobojeno vseh meja, ki obstajajo v resničnem svetu in jih vsiljuje kapital. Politično je zato, ker predstavlja jasno sliko vpliva sedanjega načina delovanja sistema, kulturno pa, ker vodi v prevpraševanje potenciala in načina prihodnjega delovanja kulture.

Title:	Conceptual design of cultural - education centre in Podgorica
Abstract:	The aim of this work is to consider the topic of the development of the cultural and educational program in Podgorica through the development of a significant topographical unit of hills in the strict centre of the city. The subject cannot be placed in a specific time frame because it is lost in it. The vision of the development of the centre of Podgorica was the result of quality consideration and recognition of space and was interrupted by the speed of development of transitions, turbulent history, and greed. The idea of the master's thesis does not seem to exist in the future, but its great past and history cannot be denied. The focus of the work is on the reconnection and reanimation of the area through deficit programs. The location of the stadium, at the foot of Gorica hill, represents the area that is the subject of research. The project of the cultural educational center is a response and a follow-up to the isohypses of the hills, the existing built structures, and the program in the immediate surroundings. The establishment of spatial visions, green belts, and pedestrian paths connects the city centre with its most important natural and geographical element, the green hill and the largest city park. The project is designed as a network through which visitors pass as a filter of culture at all levels. The key imperative is the cultural development of the population, namely without barriers, transparent and equally accessible to everyone, and becoming an integral part of their "walk" and journey through the city. The work represents a search for fragments of utopia and an attempt to place them within the framework and needs of the present. This search is a political and cultural act exempted from all boundaries that exist in the real world and are imposed by capital. It is political because it presents a clear picture of the influence of the current functioning way of the system, and cultural because it leads to a questioning of the potential and way of future functioning of the culture.
