Title:Odziv fiskalne politike na pandemijo COVID-19 v izbranih državah

Abstract:V diplomskem delu smo preučili odziv fiskalne politike na gospodarske posledice, ki jih je povzročila pandemija COVID-19. Na kratko opredelimo fiskalno politiko s teoretičnega vidika, nadalje pa preučimo vplive, ki jih je imela pandemija, zlasti na rast gospodarstva, brezposelnost in javne finance. Ekonomske posledice pandemije na države po svetu niso bile simetrične, do razlik je prihajalo tudi znotraj samih držav, pri čemer je imela ključno vlogo struktura samega gospodarstva. Države in regije, bolj odvisne od storitvenega sektorja, ki za poslovanje zahteva medosebne stike, so zaradi pandemije utrpele večjo škodo. Pri fiskalnih ukrepih smo se osredotočili na izbrane države, in sicer na Slovenijo, Nemčijo, Francijo, Italijo, Združeno kraljestvo in ZDA. Ugotovili smo, da je bil odziv fiskalne politike za blažitev posledic pandemije COVID-19 enormen, vendar se je ta med državami razlikoval, tako po intenziteti kot tudi načinu. Ugotovili smo, da je Slovenija utrpela manjšo gospodarsko škodo kot druge države EU, ob tem pa je v pandemičnih letih 2020 in 2021 imela več javnofinančnih izdatkov kot druge države EU.

Title:Fiscal policy response to the COVID-19 pandemic in selected countries
Abstract:We examined the response of fiscal policies to the economic consequences of COVID-19 pandemic. We briefly define fiscal policy from a theoretical viewpoint, then further examine the impact that the pandemic has had on economies, particularly on economic growth, unemployment and public finances. The economic consequences of the pandemic were asymmetrical, and differences also occurred within the countries themselves. Structure of economies were instrumental in regard to that, countries and regions that are more dependent on the service sector, which requires people-to-people contact to do business, have suffered more economic damage from the pandemic. With regard to fiscal measures, we focused on selected countries, namely Slovenia, Germany, France, Italy, the United Kingdom and the United States. We found that the fiscal policy response to mitigate the consequences of the COVID-19 pandemic was enormous, but that they varied between countries, both in intensity and variety of fiscal measures. Slovenia suffered less economic damage due to pandemic than other EU countries while having higher public expenditure in years 2020 and 2021.
