Title:Evropski model določanja višine cestnine na AC za tovorna vozila : diplomsko delo visokošolskega strokovnega študijskega programa

Abstract:Hiter in prost pretok blaga je ključnega pomena za uspešno industrijsko in ekonomsko rast države. V skupnem trgu Evropske Unije pa je to dejstvo še toliko bolj pomembno in je del jedra transportne politike Evropske Unije. Evropska Unija s strategijo standardiziranja transporta na več ravneh odpravlja razlike med svojimi članicami. Eurovinjeta je bil prvi pristop Evropske Unije k vzpostavitvi enotnega sistema cestninjenja. Eurovinjeto danes uporabljajo le Švedska, Luksemburg, Nizozemska in Danska. Države tarifne modele za uveljavljene sisteme cestninjenja oblikujejo same na osnovi lastnih finančnih potreb. Pri oblikovanju pa se nanašajo na smernice, kot so princip uporabnik-plača, onesnaževalec-plača in princip pravične bremenitve uporabnika. Cilj diplomske naloge je raziskati transportno politiko, režim cestninjenja in lastnosti tovornega prometa Evropske Unije in njenih članic. Na osnovi ugotovitev raziskave pa oblikovati in predlagati smernice enotnega evropskega modela za določanje višine cestnine za tovorni promet na avtocestah. Iz raziskave je razvidno, da je med posameznimi članicami dosti raznolikosti tako pri oblikovanju cestninjenja kot tudi pri oblikovanju tarifnih modelov. Predlagane smernice temeljijo na principu uporabnik-onesnaževalec-plača, principu pravične in sorazmerne bremenitve uporabnika do obrabe cestišča na osnovi največje skupne dovoljene teže tovornega vozila, predlaga se standardizacija kategorizacije tovornih vozil in okoljevarstvenega dodatka.

Title:European model for determining freight transport highway tolls
Abstract:Fast and obstruction free flow of goods in of key importance for successful industrial and economic growth. In the common market of the European Union, this fact is that more important, and it is at the core of the European Union's transport politics. European Union is actively applying its strategy of standardization in the field of heavy goods transport. Eurovignette was the European Union's first directive, attempting to establish a common tolling system. However, to date it has only been implemented by Sweden, Netherlands, Denmark and Luxemburg. Countries design their toll systems and tariff models based on own financial demands while following to various degrees some common established principles such user-pays, polluter-pays and principle of fair tolling. The goal of this thesis is to research the transport politics, tolling systems and characteristics of heavy goods transport in European Union and its member states. Based on conclusions, propose guidelines of a common European model for tolling heavy goods vehicles on highways. From the research, it was clear that despite many standardization initiatives of the European Union, there are still differences between how countries design their toll systems and tariff models. We propose guidelines based on the principle of user-polluter-pays, principle of fair toll prices in relation to users vehicle and road damage caused based on maximum permissible weight of the vehicle, standardized vehicle categorization and the engine emissions surcharge.
