Title:Vloga zasebnega varovanja pri zagotavljanju notranje varnosti v Republiki Sloveniji : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Cilj diplomskega dela je raziskati in ugotoviti vlogo, ki jo ima zasebno varovanje pri zagotavljanju notranje varnosti v Republiki Sloveniji. Namen diplomskega dela pa je raziskati, kako pomemben je obstoj zasebnega varovanja za notranjo varnost, kakšno funkcijo ima in na kakšen način je vključeno v nacionalnovarnostni sistem naše države. V teoretičnem delu diplomskega dela so predstavljeni okvir in delovanje zasebnega varovanja v Republiki Sloveniji, njegov kratki zgodovinski razvoj in področja, na katerih deluje. Opisani so sestava nacionalnovarnostnega sistema Republike Slovenije in mesto zasebnega varovanja v njem ter tudi funkcije in subjekti zasebnega varovanja. V nadaljevanju so predstavljeni zakonska ureditev področja zasebnega varovanja, način, na katerega je dejavnost organizirana, in področja, na katerih deluje. Posebej so predstavljeni tudi ukrepi varnostnika in sodelovanje med policijo in zasebnim varovanjem. V empiričnem delu diplomskega dela so z opravljenimi intervjuji in analizo statistike s področja imetnikov licenc, potrjene ugotovitve iz teoretičnega dela glede tega, da ima zasebno varovanje z razvojem družbe vedno pomembnejšo vlogo za nacionalno varnost Republike Slovenije, poleg tega je ugotovljeno, da si s svojim delovanjem in izvajanjem storitev – tudi v sodelovanju s policijo – zasluži pomembnejše mesto znotraj nacionalnovarnostnega sistema države. Dve izmed zastavljenih hipotez sta ob koncu naloge potrjeni, medtem ko je tretja potrjena delno. Ugotovljeno je bilo, da na strani države obstaja še kar nekaj možnosti za uporabo zasebnega varovanja tam, kjer bi bilo to glede na vsebino primerno, ali pa tam, kjer bi to razbremenilo delovanje policije. Nemotenega delovanja moderne družbe si brez dejavnosti zasebnega varovanja ni več mogoče predstavljati.

Title:The role of private security in ensuring inner safety of Republic of Slovenia
Abstract:The goal of this thesis was to investigate and determine the role of private security in ensuring the inner safety of Republic of Slovenia, while the main intent was to investigate the importance of existence of private security for inner safety of the state and to find its function and how it is fitted inside the national-security system of the state. In the theoretical part of the thesis the frame and the activity of the private security are laid out as well as the areas in which it operates and its short historical evolution. The structure of our national security system is explained and so is the place of private security inside it, its functions and subjects who operate within it. In addition to that, the theoretical part also includes the normative regulation segment of private security, how it is organized and structured and in which areas it operates. It also includes private security guard’s powers and a section about collaboration between police and private security. In the empiric part of our thesis, which was done through conduction of interviews and analysis of the statistical data on owners of licences, our findings from theoretical part, about the increased role and place of private security in our national security, was confirmed. It was also determined with clarity, that private security deserves a more important place within the national security system of our country. Two of our hypothesis were, at the end, confirmed and one was party confirmed. It was found our, that the state still has quite a few options on how to use the private security section in places where that would be suitable or wherever it could help with relieving the police of some of their workload. Our modern society is far beyond the point of a normal, undisturbed life being a reality, without the existance of private security.
