Title:Vpliv ukrepov lovske inšpekcije na porast in upad kršitev v obdobju med letoma 2016-2021 : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Spoštovanje zakonov in pravil je temelj delovanja in urejenosti vsake skupnosti. Posameznike katere druži interes lova se ravnajo po zakonih, ki jih narekuje področje lovstva v Sloveniji. Nadzor nad upoštevanjem in spoštovanjem izvajanja dela na področju lovstva vršijo in nadzirajo lovski inšpektorji, ki delujejo v okviru Inšpektorata za kmetijstvo, gozdarstvo, lovstvo in ribištvo na podlagi Zakona o divjadi in lovstvu. Z izvajanjem nadzora preverjajo spoštovanje zakonskih določb, izvajanje koncesijskih pogodb in načrtov upravljanja divjadi ter pravilnost in učinkovitost dela lovskih čuvajev. V zaključnem delu predstavljamo zakonodajo in pooblastila služb lovske inšpekcije, ki urejajo, narekujejo in nadzirajo delo lovstva v Sloveniji. Analiza se osredotoča predvsem na upoštevanje tovrstnih zakonov in vpliv ukrepov lovske inšpekcije. Vpliv ukrepov lovske inšpekcije se kaže v ponavljajočih se kršitvah oziroma upadu obravnavanih kršitev. Tovrstno stanje smo preverjali v letnih poročilih Inšpektorata za kmetijstvo, gozdarstvo, lovstvo in ribištvo za vsako posamezno leto od leta 2016 pa do vključno 2021. Problematika na področju lovstva v Sloveniji se kaže predvsem v nepravilnem delovanju lovsko čuvajske službe, ki beležijo med največkrat obravnavane kršitve s strani lovske inšpekcije. Izsledki kažejo, da število kršitev glede na izrečene ukrepe ne upada. Problematiko bi lahko pripisali primanjkljaju kadra lovske inšpekcije, katerim zaradi pomankanja uslužbencev pripisujejo preobremenjeno delo, ki terja efektivnost in površnost pri samem nadzoru.

Title:Impact of hunting inspection measures on the increase and decline of violations in period between 2016-2021
Abstract:Respect for laws and regulations is the foundation of the functioning and orderliness of any community. Individuals with a hunting interest are treated according to the laws that govern the hunting sector in Slovenia. Supervision of the observance and observance of hunting work is exercised and supervised by hunting inspectors operating within the Inspectorate for Agriculture, Forestry, Hunting and Fisheries under the Wildlife and Hunting Act. They shall carry out inspections to verify compliance with legal provisions, the implementation of concession contracts and wildlife management plans, and the regularity and efficiency of the work of game rangers. In the final section we present the legislation and powers of the hunting inspection services that regulate, order and supervise hunting in Slovenia. The analysis focuses mainly on compliance with such laws and the impact of hunting inspection measures. The impact of the hunting inspection measures is reflected in the recurrence of infringements and the decrease in the number of infringements under consideration. This situation has been verified in the annual reports of the Inspectorate for Agriculture, Forestry, Hunting and Fisheries for each individual year from 2016 up to and including 2021. The problem of hunting in Slovenia is mainly reflected in the malfunctioning of the hunting guards, who record among the most frequently dealt with violations by the hunting inspectorate. The results show that the number of infringements does not decrease in relation to the measures taken. The problem could be attributed to a shortage of hunting inspection staff, who are blamed for the overwork caused by a lack of staff, which requires efficiency and superficiality in the control itself.
