Abstract:Prebivalci Srebrenice in številni begunci, ki so se med letoma 1992 in 1995 zaradi vojne v državi zatekli v to, večinoma bošnjaško, enklavo pod zaščito Združenih Narodov v Bosni in Hercegovini, so živeli v grozljivih razmerah. Nenehni napadi Vojske Republike Srbske so ogrožali življenja na tisoče civilistov. Zaradi vse težjih razmer je UNPROFOR na podlagi resolucij Združenih Narodov v enklavo poslal mirovne enote, katerih naloga je bila bošnjaškemu civilnemu prebivalstvu zagotoviti varnost in ga zaščititi pred morebitnimi zločini proti človeštvu. Mandat Združenih narodov in UNPROFORJA je bil neuspešen. Mirovna operacija je imela ogromno pomanjkljivosti. Svetovna javnost ter mednarodne politične in varnostne sile so bile ves čas prepričane, da varovanje prebivalcev poteka po načrtu. Nepravočasno in neustrezno ukrepanje mednarodnih organizacij je na koncu privedlo do tega, da je srbska vojska pod poveljstvom generala Ratka Mladića, z operativnim vojaškim sodelovanjem in politično podporo vodstva v Beogradu pobila več kot 8.000 Bošnjakov. Genocid v Srebrenici je bil pokazatelj in opomin glede nepravilnega ter pomanjkljivega delovanja mednarodnih varnostnih organizacij; zato bodo morale organizacije ob morebitnih podobnih situacijah v prihodnjih vojaških konfliktih opravljati mandate načrtovano, premišljeno in odločneje ter za vsako ceno preprečiti tovrstne pokole po vsem svetu.

Title:Srebrenica - a warning to political and security organizations
Abstract:Between 1992 and 1995, the inhabitants of Srebrenica and the many refugees who took refuge in this mainly Bosniak enclave under the protection of the United Nations in Bosnia and Herzegovina lived in appalling conditions as a result of the war in the country. The constant attacks by the Army of the Republika Srpska have endangered the lives of thousands of civilians. In the face of the increasingly difficult situation, UNPRPFOR, on the basis of UN resolutions, sent peacekeepers to the enclave to provide security for the Bosniak civilian population and protect them from possible crimes against humanity. The mandate of the UN and UNPROFOR has been a failure. The peacekeeping operation had many shortcomings. All along, the world public and international and political security circles have been convinced that the work is proceeding as planned. The untimely action of international organisations ultimately led to the Serbian army, under the command of General Ratko Mladic, with the knowledge, operational military cooperation and political support of the leadership in Belgrade, to kill more than 8,000 Bosniaks. The Srebrenica genocide was an indicator and a reminder of the incorrect and deficient functioning of international security organisations, and in the event of similar situations in future military conflicts, they will have to carry out their mandates in a planned, deliberate and more determined manner, and to prevent, at all costs, massacres of this kind around the world.
