Title:Otroci, mir in varnost : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Oboroženi konflikti letno terjajo na milijone življenj po vsem svetu, najpogosteje so žrtve nedolžni civilisti med njimi tudi otroci, ki so za preživetje primorani poprijeti za orožje. Skozi celotno zgodovino človeštva ter vojskovanja smo priča neposrednemu vključevanju otrok v spopade kljub napredku sodobnega časa, obstoju različnih mednarodnopravnih dokumentov (Konvencija o otrokovih pravicah) ter nenehnih prizadevanj mednarodnih organizacij, temu družbenemu problemu ni videti konca. Otroci na prizadetih območjih so žrtve posilstev, vseh vrst nasilja, odvzeta jim je pravica do izobraževanja, novačijo jih za vojake, ločujejo od njihovih družin in mnogi umirajo za lakoto. Nenehnim vojnam pa ni videti konca v Južnem Sudanu, kjer so življenja otrok najbolj ogrožena. Tamkajšni otroci nimajo dostopa niti do osnovnih življenskih dobrin potrebnih za preživetje, kaj šele do izobraževanja. UNICEF, Združeni narodi, UNCHR ter druge organizacije se vsakodnevno zavzemajo za varstvo otrok ter ostalih civilistov, vlivajo novo upanje za boljšo prihodnost, vendar so včasih zaradi prevelikega pritiska konfliktov pri tem neuspešni. Trenutni instrumenti mednarodnega prava in ukrepi, ki jih sprejemajo države same ter mednarodne organizacije za zaščito otrok, so v praksi dokaj neučinkoviti, še posebej v Južnem Sudanu. Za izboljšanje položaja bi bilo treba učinkovitejše in hitrejše ukrepati predvsem pa bi se moralo začeti celotno človeštvo zavedati resnost samega problema. Otroci krojijo prihodnost našega sveta, zato jim je treba omogočiti zdravo okolje, v katerem lahko brezskrbno odraščajo in razvijajo svoje sposobnosti ter spoštovati njihove pravice.

Title:Children, peace and safety
Abstract:Armed conflicts claim millions of lives around the world every year, mostly innocent civilians, including children, who are forced to use weapons to survive. Throughout the history of mankind and warfare, we have witnessed the direct involvement of children in conflicts, despite the advances of modern times, the existence of various international legal instruments (the Convention on the Rights of the Child) and the constant efforts of international organisations, there appears to be no end in sight to this social problem. Children in the affected areas are victims of rape, all kinds of violence, deprived of their right to education, recruited as soldiers, separated from their families and many starve to death. Yet there is no end in sight to the constant wars in South Sudan, where the lives of children are the most deprived. Children there have no basic access to the necessities of life, not to mention education. UNICEF, the United Nations, UNHCR and other organisations are working every day to protect children and other civilians, to give new hope for a better future, but sometimes they do not succeed because the pressure of conflict is too intense. Current instruments of international law and measures taken by States themselves and international organisations to protect children are quite ineffective in practice, especially in South Sudan. In order to improve the situation, more effective and swifter action should be taken and, above all, humanity as a whole should become aware of the seriousness of the problem itself. Children define the future of our world, and they must be provided with a healthy environment in which they can grow up and develop their abilities without worry, and must have respect for their rights.
