Title:Zdravstvene reforme na primeru Slovenije in Nemčije

Abstract:Skozi čas so države po svetu oblikovale raznolike zdravstvene sisteme s poudarkom na različnih modelih in pristopih zdravstvenega varstva. Danes se ti sistemi soočajo s ključnimi izzivi, kot so poviševanje izdatkov za javno zdravstvo, staranje prebivalstva in pospešen življenjski slog, ki povečujejo povpraševanje po zdravstvenih storitvah. Tehnološki napredek prav tako igra dvojno vlogo, omogoča boljše zdravljenje, vendar viša stroške. Kljub tem izzivom pa je osrednji cilj zdravstvenega sistema ohranjanje in izboljšanje celostnega zdravja posameznika – ne samo odsotnost bolezni, temveč tudi popolno telesno, duševno in socialno blagostanje. To je temeljna človekova pravica, ki ne bi smela biti odvisna od rase, vere, političnega prepričanja ali ekonomskega statusa. Kljub razlikam so zdravstvene reforme v obeh proučevanih državah, to je v Sloveniji in Nemčiji, imele enak cilj, izboljšati dostopnost, kakovost in trajnost zdravstvenega varstva za vse državljane. V diplomskem delu predstavljamo izvedene zdravstvene reforme in primerjamo sistem zdravstvenega varstva v obeh državah.

Title:Healthcare reforms - the case of Slovenia and Germany
Abstract:Over time, countries around the world have developed diverse health systems, focusing on different models and approaches to healthcare. Today, these systems are facing key challenges such as rising public health expenditure, ageing populations and accelerated lifestyles, which are increasing the demand for health services. Technological advances also play a dual role, enabling better treatment but driving up costs. Despite these challenges, the central objective of the health system is to maintain and improve the overall health of the individual - not only the absence of disease, but also complete physical, mental and social well-being. This is a fundamental human right that should not depend on race, religion, political belief or economic status. Despite the differences, health reforms in both countries studied, i.e. Slovenia and Germany, had the same objective: to improve the accessibility, quality and sustainability of healthcare for all citizens. In this thesis we present the health reforms implemented and compare the health care system in both countries.
