Title:Praktična izvedba sistema upravljanja varnosti v letalski družbi : diplomsko delo univerzitetnega študijskega programa Varstvoslovje

Abstract:Zaradi vse večje pomembnosti letalskih družb in njihovih storitev je pomemben pristop k upravljanju varnosti predvsem z vidika zmanjševanja tveganj in zagotavljanja varnosti vseh, ki so vpleteni v izvajanje in koriščenje letalskih storitev. Zaradi kompleksnosti sistema imajo predvsem manjše letalske organizacije ta sistem slabše razvit, nedelujoč v praksi, oziroma pristop za upravljanje varnosti ni dovolj dobro razdelan. SMS (angl. Safety Management System – Sistem upravljanja varnosti) vključuje politiko, cilje, načrte, postopke, organizacijo, odgovornosti in druge ukrepe ter opredelitev nevarnosti in trajno upravljanje tveganj, povezanih z dejavnostmi organizacije. Skupni imenovalec je preprečiti oziroma zmanjšati nevarnost, na kar se da še sprejemljivo stopnjo, da ne pride do posledic (incidenti/nesreče). SMS je pomembno implementirati v letalske družbe, in sicer po točno predpisanih korakih in postopkih, da bi bil učinkovit in bi s tem zagotovil večjo varnost pri delovanju podjetja. V implementacijo sistema varnostnega upravljanja v letalski družb so vključeni vsi, ki so kakor koli vpleteni v delovanje družbe, kar predstavlja celosten proces, ki lahko traja tudi več let ter se vseskozi spreminja in dopolnjuje. Kultura poročanja (angl. Just Culture) je eden izmed ključnih elementov SMS-a, saj spodbuja vse v organizaciji, da poročajo o nevarnih dogodkih, s čimer se zmanjša verjetnost tveganj in temelji na nekaznovanju. Na področju varnosti v letalstvu delujejo različne tako mednarodne kot tudi domače organizacije in agencije, kot so ICAO (angl. International Civil Aviation Organization – Mednarodna organizacija civilnega letalstva), EASA (angl. European Union Aviation Safety Agency – Evropska agencija za varnost v letalstvu), CAA (angl. Civil Aviation Authority – Uprava za civilno letalstvo). V Sloveniji področje letalstva urejata Zakon o letalstvu (ZLet) in Letalski varnostni program, medtem ko je pristojni organ Ministrstvo za promet Republike Slovenije.

Title:Practical implementation (integration) of safety management system (SMS) in aviation company
Abstract:Due to the increasing importance of airlines and their services, an approach to safety management is important, especially from the point of view of reducing risks and ensuring the safety of all those involved in the execution and use of airline services. SMS is a very complex system in the operation of an organization. In mainly smaller aviation organizations this system is poorly developed, non-functional in practice, or the approach to safety management is not developed well enough. SMS includes policy, objectives, plans, procedures, organization, responsibilities and other measures, as well as the identification of hazards and the permanent management of risks related to the organization's activities. The common denominator is to prevent or reduce the risk to an acceptable level, so that there are no consequences (incidents/accidents). It is important to implement SMS in airlines according to precisely prescribed steps and procedures, in order to be effective and thus ensure greater safety of the company's operation. The implementation of the safety management system in airlines involves everyone who is in any way involved in the operation of the company itself. Thus, it represents a very complex process that can last several years and is constantly changing and being supplemented. The reporting culture (Just Culture) is one of the key elements of SMS, as it encourages everyone in the organization to report dangerous events, thus reducing the likelihood of risks, and is based on impunity. Various international as well as domestic organizations and agencies, such as ICAO, EASA, CAA, operate in the field of aviation safety. In Slovenia, the field of aviation is governed by Ministry of Infrastructure.
