Title:Domnevni poskusi atentatov ruskih obveščevalnih služb s strupom - primer Sergej Skripal in Aleksej Navalni : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Poleg osnovne naloge pridobivanja tajnih podatkov imajo obveščevalno varnostne službe, odvisno od politike in družbene ureditve, še druge naloge. Ena od takšnih nalog so »posebne operacije«, s katerimi obveščevalno varnostne službe onemogočijo delovanje (»nevtralizirajo«) skupin ali posameznikov, za katere politični odločevalci smatrajo, da ogrožajo državo. V skladu s tem bo diplomsko delo poskušalo potrditi ali ovreči tri temeljne hipoteze in sicer, da ruske obveščevalno varnostne službe v posebnih operacijah proti posameznikom uporabljajo strupe, da so ruske obveščevalno varnostne službe imele motiv, da za poskus likvidacije vojaškega obveščevalca Sergeja Skripala in politika Alekseja Navalnega izberejo strup ter da se z gotovostjo nikoli ne bo moglo ruskim varnostno obveščevalnim službam dokazati, da stojijo za temi poskusi likvidacij. Da bi potrdili te hipoteze, diplomsko delo obravnava specialne operacije ruskih obveščevalno varnostnih služb, ki so jih izvedle pred poskusom likvidacije Skripala in Navalnega, v katerih so bili uporabljeni strupi. Predstavljena je klasifikacija strupov, zgodovinski pregled likvidacij s strupom ter domnevni razlogi za njihovo uporabo. V diplomskem delu so predstavljene tudi ruske obveščevalno varnostne službe, ki specialne operacije tudi izvajajo. Posebej se delo osredotoča na dva primera zastrupitve in sicer vojaškega obveščevalca Sergeja Skripala in politika Alekseja Navalnega, ki naj bi ju najverjetneje ruske varnostno obveščevalne službe izvedle z odobritvijo predsednika Vladimirja Putina, saj sta bila zanj in vladajočo politiko izdajalca in državna sovražnika ter grožnja, ki jo je potrebno odstraniti.

Title:Alleged assassination attempts by Russian intelligence services with poison - case Sergei Skripal and Alexey Navalny
Abstract:In addition to the basic task of obtaining classified information, the intelligence and security services have other tasks, depending on the policy and social order. One such task is "special operations", whereby the intelligence and security services prevent ("neutralise") groups or individuals deemed by political decision-makers to be a threat to the state. Accordingly, the thesis will seek to confirm or refute three fundamental hypotheses, namely that the Russian security intelligence services use poisons in special operations against individuals, that the Russian security intelligence services had a motive to choose poison for the attempted liquidation of the military informant Sergei Skripal and the politician Alexey Navalny, and that it can never be proven with certainty that the Russian security intelligence services were behind these liquidation attempts. In order to confirm these hypotheses, the thesis examines the special operations carried out by the Russian security intelligence services prior to the attempted liquidation of Skripal and Navalny, in which poisons were used. It presents a classification of poisons, a historical overview of poison liquidations and the alleged reasons for their use. The Russian intelligence and security services that carry out special operations are also presented in the thesis. The work focuses in particular on two cases of poisoning, that of military intelligence officer Sergei Skripal and politician Alexey Navalny, which were probably carried out by the Russian security intelligence services with the approval of President Vladimir Putin, as they were traitors and enemies of the state for him and the ruling policy, and a threat that needed to be eliminated.
