Title:Sodelovanje redarstev z drugimi subjekti zagotavljanja varnosti v lokalni skupnosti : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Ena izmed primarnih nalog občin je skrb za javno varnost in red na območju občine in organizacija redarske službe. Te so v zadnjem času postale pomemben člen zagotavljanja varnosti v lokalni skupnosti. Redarji imajo z zakonom določena pooblastila, ki se nanašajo na zagotavljanje prometne varnosti, javnega reda in miru ter splošne varnosti na javnih površinah, občinskih cestah in rekreacijskih poteh. Varnost v lokalni skupnosti je široka kategorija, ki pa ni v celoti pokrita s pristojnostmi redarstev. Posledično je za učinkovito naslavljanje varnostne problematike nujno sodelovanje med različnimi subjekti, ki med drugim vključujejo policijo, gasilce, reševalne službe, varuhe-nadzornike, civilno zaščito in inšpektorate. V diplomskem delu je bila opravljena raziskava o sodelovanju redarstev z drugimi subjekti; vanjo je bilo vključenih vseh 41 redarstev. Ugotovitve kažejo, da redarstva kot najbolj nujno navajajo sodelovanje s policijo, ki predstavlja primarno institucijo zagotavljanja varnosti. Na dnevni bazi pa največ redarstev sodeluje z inšpektorati. Sodelovanje je odvisno od področja dela. Navajajo, da je na področju preprečevanja kršitev javnega reda in miru najbolj nujno sodelovanje s policijo in varnostnimi službami. Na področju cestnega prometa izpostavljajo sodelovanje s policijo. Na področju varstva okolja je v ospredju sodelovanje z inšpektoratom in čuvaj-nadzorniki, pri naravnih nesrečah pa so najpogosteje izpostavljeni civilna zaščita, gasilci, reševalci in gorski reševalci. Sodelovanje z zdravstvenimi ustanovami je najbolj poudarjeno na področju osveščanja splošne javnosti. Največjo oviro za sodelovanje predstavljata kadrovski manko in pomanjkljiva zakonska določila.

Title:Co-operation between municipal wardens and other security actors in the provision of local community security
Abstract:One of the primary tasks of municipalities is to ensure public safety and order within the municipality's area and to organize the municipal warden service. Lately, the latter has become an important element in ensuring safety in the local community. Wardens are granted legal powers related to ensuring traffic safety, public order and peace, and general safety in public areas, municipal roads, and recreational paths by the law. Community safety is a broad category that is not entirely covered by the jurisdiction of wardens. As a result, effective addressing of security issues necessitates collaboration among various entities, including the police, firefighters, rescue services, supervisors, civil defence, and inspectors. A research study was conducted in the thesis on the collaboration of wardens with other entities, involving all 41 warden services. Findings indicate that wardens consider collaboration with the police, the primary institution for ensuring security, as the most necessary. On a daily basis, most wardens collaborate with inspectorates. Collaboration depends on the field of work. They state that cooperation with the police and security services is most crucial in preventing breaches of public order and peace. In the field of traffic, they emphasize cooperation with the police. In the field of environmental protection, collaboration with the inspectorate and supervisory guards is paramount, while during natural disasters, civil protection, firefighters, rescuers, and mountain rescuers are the most frequently highlighted. Collaboration with health institutions is most emphasized in raising public awareness. The biggest obstacles to cooperation are staff shortages and inadequate legal provisions.
