Title:Umetna inteligenca v kriznem upravljanju - pomoč ali varnostno tveganje?

Abstract:Uvod: V diplomskem delu smo raziskali, ali lahko uporaba umetne inteligence v kriznem upravljanju, predvsem v simulacijah, predstavlja varnostno tveganje. Soočili smo se z vprašanjem, ali lahko pri uporabi orodij za krizno upravljanje, tako tistih za simulacijo kot drugih, za samo reševanje kriznih situacij, ki so podprti z umetno inteligenco v popolnosti pričakujemo le pomoč? Namen: Želeli smo preveriti, če glede na princip delovanja AI, torej strojno učenje in možnost obdelave, komuliranja ter povzemanja informacij, ne prihaja do varnostnih tveganj, ki v svoji biti presegajo koristi, ki jih dobimo z uporabo omenjenih orodij. Metode dela: Želene in iskane podatke smo dobili z iskanjem podobnih rešitev na spletu, pridobivanjem informacij s pomočjo spletnih člankov ter druge literature, tudi s pomočjo spletnih portalov, kot je YouTube. Rezultati: Z lastnim raziskovanjem, komunikacijo s strokovno javnostjo in analizo spletnih in drugih virov smo pridobili informacije o razvoju, možnostih ter aplikativnih zasnovah uporabe AI v simulacijah in v kriznem upravljanju, ter zaupanju v informacije, ki bi jih moderna tehnologijja s pomočjo umetne intelligence ponudila na tem področju. Razprava in zaključek: Na začetku našega diplomskega dela smo se spraševali, ali uporaba AI v simulacijah na področju kriznega upravljanja lahko pomeni znatno ali le zanemarljivo varnostno tveganje. Opredelitev do tega vprašanja ne prinaša enoznačnih rezultatov, rešitev ali odgovorov. Glede na trenutno situacijo lahko trdimo, da dejansko še nismo na stopnji razvoja in implementacije rešitev podprtih z AI v simulacijskem okolju, kjer bi glede na rezultate lahko trdili o njihovi nesporni kredibilnosti. Naš zaključek je, da nekritična in s strokovno podporo izvedena simulacija z AI v kriznem upravljanju, lahko še vedno pomeni visoko varnostno tveganje, ne glede na stopnjo resnosti

Title:Artificial intelligence in crisis management - help or security risk?
Abstract:Introduction: In the diploma thesis we investigated whether the use of artificial intelligence in crisis management, especially in simulations, can pose a security risk. We were faced with the question, can we expect only help when using crisis management tools, both simulation and other, to solve crisis situations that are fully supported by artificial intelligence? Purpose: We wanted to check whether, given the principle of operation of AI, i.e. machine learning and the possibility of processing, collating and summarizing information, there are no security risks that in their essence exceed the benefits we get from using the aforementioned tools. Methods of work: We obtained the desired and searched data by searching for similar solutions on the Internet, obtaining information with the help of online articles and other literature, also with the help of online portals such as YouTube. Results: Through our own research, communication with the professional public and analysis of online and other sources, we obtained information about the development, possibilities and application concepts of the use of AI in simulations and in crisis management, as well as trust in the information that modern technology would offer with the help of artificial intelligence in the field. Discussion and conclusion: At the beginning of our thesis, we wondered whether the use of AI in simulations in the field of crisis management could represent a significant or only a negligible security risk. The definition does not bring unambiguous results, solutions or answers to this question. Considering the current situation, we can claim that we are actually not yet at the stage of development and implementation of AI-supported solutions in a simulation environment, where we can claim their indisputable credibility based on the results. Our conclusion is that an uncritical and expertly supported simulation with AI in crisis management can still represent a high security risk, regardless of the level of severity.
