Title:Zaposlovanje tujih državljanov v Jugovzhodni Sloveniji

Abstract:V zadnjem času smo v Sloveniji priča izjemnemu pomanjkanju predvsem ustrezne delovne sile. Podjetja se vse bolj usmerjajo v iskanje kadra v tujini, kar prinaša izzive na številnih področjih, predvsem v zaposlovanju. V diplomskem delu smo obravnavali problematiko pomanjkanja delovne sile in zaposlovanja tujih delavcev. S pomočjo ankete med podjetji iz predelovalnih dejavnosti smo v raziskovalnem delu naloge skušali raziskati regijo Jugovzhodna Slovenija, podati uvid v poklice, ki jih delodajalci te regije najbolj potrebujejo, preveriti, ali delodajalci zaposlujejo tudi tuje državljane, katere zaposlujejo v največji meri ter s kakšnimi težavami se soočajo pri iskanju delovne sile ter vodenju postopkov izdaje enotnih dovoljenj za prebivanje in delo. V teoretičnem delu naloge smo poskušali podati celosten vpogled v zaposlovanje tujih državljanov v Sloveniji. Ugotovili smo, da bodo demografski trendi in gospodarska rast v prihodnje vedno izraziteje vplivali na trg dela ter s tem na pomanjkanje predvsem delovne sile, ki ima ustrezna znanja in kompetence in po katerih delodajalci največ povprašujejo. Podjetja tuje delavce v veliki meri zaposlujejo zaradi zapolnitve potreb po deficitarnih poklicih. Pomemben vir ponudbe delovne sile bo v prihodnosti pozitiven neto selitveni prirast, iz katerega bo Slovenija črpala potrebne kadre. Obenem smo ugotovili, da se v procesu iskanja kadra in vodenja postopkov izdaje enotnih dovoljenj za prebivanje in delo pojavlja vrsto težav. Velik potencial na domačem trgu dela v prihodnje vidimo v privabljanju mladih slovenskih kadrov, ki jih je treba z različnimi ukrepi spodbuditi k izobraževanju za najbolj deficitarne poklice. Na strani omilitev težav v postopkih izdaje enotnih dovoljenj za prebivanje in delo pa je potreben proaktivnejši pristop vseh, ki sodelujejo v postopku.

Title:Employment of foreign nationals in Southeast Slovenia
Abstract:In recent times, we have witnessed an exceptional shortage of particularly appropriate workforce in Slovenia. Companies are increasingly looking for staff abroad, which brings challenges in many areas, especially in recruitment. In the thesis, we discussed the problem of labour shortage and the employment of foreign workers. With the help of a survey among manufacturing companies in the research part of the thesis, we tried to research the region Southeast Slovenia, provide insight into the professions that employers in this region need the most, check whether employers also employ foreign citizens, which of them they employ the most and what problems they face in the search for labour and managing the procedures for issuing uniform residence and work permits. In the theoretical part, we tried to provide comprehensive insight into the employment of foreign citizens in Slovenia. We found that demographic trends and economic growth will have an increasingly pronounced impact on the labour market in the future, and thus on the lack of adequate workforce that possesses the appropriate skills and competences and that employers are most in demand for. Companies employ foreign workers to a large extent to fill the needs for deficit professions. An important source of labour supply in the future will be a positive increase in net migration, from which Slovenia will draw the necessary staff. At the same time, we found that a number of problems arise in the process of finding staff and managing the procedures for issuing uniform residence and work permits. We see great potential in the domestic labour market in the future in attracting young Slovenian staff, who must be encouraged through various measures to train for deficit professions. In terms of mitigating problems in the procedures for issuing uniform permits for residence and work, a more proactive approach is needed by all those involved in the procedure.
