Title:Javni dolg in cena zadolževanja držav evroobmočja

Abstract:Državni dolg je akumulacija neplačanih preteklih računov vlade. Pri tem smo dolg opredelili tudi z drugih vidikov. V osnovi gibanje dolga državnega sektorja določata dva dejavnika: primarni saldo ter razlika med obrestnimi merami in rastjo gospodarske aktivnosti. Diplomsko delo pokriva slovensko zakonodajo glede zadolževanja in pravila, ki jih morajo pri zadolževanju upoštevati države evroobmočja. Pri tem je najpomembnejše in najbolj poznano Maastrichtsko pravilo. Obravnavali smo tudi posledice zadolževanja, ki so lahko posredne in/ali neposredne. Pri vzdržnosti moramo upoštevati, da je država sposobna financirati svojo preteklo in sedanjo javnofinančno politiko. Pri načelu upravljanja javnega dolga je pomembno, da se zadolžimo z najnižjimi možnimi stroški. Opredelili smo, kateri dejavniki vplivajo na donosnost državnih obveznic tako na strani ponudbe kot povpraševanja. V diplomskem delu smo analizirali javni dolg in donosnosti za 10-letne državne obveznice. Po opravljeni analizi smo ugotovili, da največji del javnega dolga evroobmočja predstavlja podsektor centralne ravni. Druga ugotovitev je bila, da za države evroobmočja obstaja pozitivna povezava med višino javnega dolga in donosnostjo državnih obveznic.

Title:Public debt and the cost of borrowing of euro area coutires
Abstract:National debt is the accumulation of unpaid historical accounts of the government. We have also defined debt from other aspects. Basically, the development of general government debt is determined by two factors: the primary balance and the difference between interest rates and the growth of economic activity. The thesis covers Slovenian legislation on borrowing and the rules to be followed by the euro area countries when borrowing, the most important and well-known of which is the Maastricht Rule. We also looked at the consequences of borrowing which can be indirect and/or direct. Sustainability must take into account the ability of a country to finance its past and current fiscal policies. In the principle of public debt management, it is important to borrow at the lowest possible cost. We have identified which factors affect the required profitability, both on the demand side and on the supply side. In the bachelor’s thesis, we analyzed the public debt and the required yield price for 10-year government bonds. According to the analysis, the largest share of public debt in the euro area is represented by a subsector of the central level. Another finding was that for euro-area countries there was a positive correlation between the level of public debt and the (required) yield on government bonds.
